About this file
This is an Appendix A Questionnaire and Price Form for Food Vending Machine Services issued by the City of Westerville, Ohio in March 2026. The City of Westerville Parks and Recreation Department is seeking proposals for food vending machine services with an initial contract term of two years, commencing on or before July 1, 2026 and extending through June 30, 2028. The contract may be renewed for up to three additional one-year periods at the City's option. Offerors must provide comprehensive responses addressing their understanding of contract responsibilities, relevant experience, company history in food vending services, organizational references, customer service capabilities, geographic location relative to Westerville, and any prior government contract defaults or debarment actions. Additionally, vendors must demonstrate their capability to provide the required services, describe their equipment and staff resources, detail their product offerings including snack foods and healthy food options with proposed costs, address machine energy efficiency features, and explain any value-added services or technologies that differentiate their offerings.
Pricing for food products must remain firm for the one-year period from July 1, 2026 through June 30, 2027. Price increases in the second contract year and subsequent optional renewal periods shall not exceed three percent annually unless the contractor can demonstrate that unusual changes in operational costs or market conditions warrant greater adjustment, which requires mutual agreement with the City. All vending machines must be equipped with debit or credit card readers that are PCI compliant and include Apple Pay and Google Play functionality. Offerors must confirm the City's retention of a minimum percentage of gross sales from all food vending machines, with the specific percentage to be filled in by the vendor. The form also includes an optional sponsorship opportunity section where vendors may propose additional benefits to the City.
