About this file

This document is the Metropolitan Atlanta Rapid Transit Authority (MARTA) Criteria for Drawings Standards Manual, a comprehensive technical guide for computer-aided design (CAD) standards and drawing preparation. The manual establishes detailed policies and procedures for creating electronic plans and documents for MARTA projects, covering multiple engineering disciplines including civil, architectural, structural, mechanical, electrical, communication, and fire protection drawings. The manual provides extensive guidelines for file naming conventions, drawing organization, coordinate systems, text styles, line weights, scales, symbols, and drawing revision processes. Updated in October 2021 (Revision 5), the document serves as a definitive reference for internal staff and external consultants to ensure consistency and quality in CAD-generated drawings.

The manual specifies technical requirements for software (primarily AutoCAD 2020), file management, drawing preparation, and submission standards. It outlines requirements for different drawing types across various disciplines, including plan views, sections, elevations, details, and schedules. MARTA retains ownership of all digital model contents and requires precise adherence to its established standards. The document includes quality control provisions, backup and archiving protocols, and closeout requirements for project drawings. Consultants must follow specific guidelines for electronic file submission, including creating PDF, DWG, and TIF images with a one-to-one ratio for each drawing sheet, and ensuring files are error-free through standard checking tools.

1.0 INTRODUCTION

In an ongoing endeavor to keep pace with changing technology, we are pleased to introduce the fifth (5th) edition of the Criteria for Drawings Standards Manual for the

Metropolitan Atlanta Rapid Transit Authority (MARTA). The MARTA Computer

Aided Drafting (CAD) Standards Manual establishes requirements and procedures for the preparation and submission of CAD based drawings throughout the project life cycle. Adherence to these standards ensures that both MARTA internal staff and consultants receive and produce graphic and tabular data in a consistent and acceptable format. This consistency will improve the compatibility of drawings internally and the efficient exchange of data between MARTA consultants, and client agencies.

A concerted effort has been made to not only simplify the standards, but to also reinforce the requirements in areas critical to our goals. This manual is a guide for consultants performing, or desiring to perform, engineering design and/or drafting services for

MARTA. Guidelines and examples presented in this manual will help consultants produce drawings that are consistent with the format, appearance, and professional standard set by MARTA and in accordance with the requirements of the contract. The goal of this manual is to enhance the standardization of CAD drawings and digital files, while reaffirming compliance with the latest National CAD Standard published by the

National Institute of Building Sciences. This Standard will serve as a foundation for information sharing and enhanced coordination between MARTA, the designer, engineer, contractors, and owner.

This manual should not be considered a substitute for good communication between the team members involved. Effective communication between the consultant’s staff and the Authority’s Project Manager, Project Engineer, CAD/Configuration Managers, and other project team members, will help ensure production of concise, accurate, and complete drawings – on schedule.

The greatest return for CAD and related technology is in the reuse of the digital data for facilities management and as a foundation for future projects. The Criteria for Drawings

Standards Manual remains a dynamic tool that will continue to evolve as we move forward with new and existing design modifications.

Any deviation from this Criteria format must be submitted in writing to MARTA for approval.

2.0 POLICY

The production of digital files by a CAD resource is an important Authority asset. It is the policy of the Metropolitan Atlanta Rapid Transit Authority (MARTA) that CAD Standards and procedures are followed and used by Architects/Engineers (A/E's), vendors and contractors in the creation and delivery of CAD drawings to MARTA. The material presented in this manual must be referred to frequently to ensure that the intended results are obtained.

2.1 GENERAL

MARTA is committed to improving the quality of project delivery through CAD and

Building Information Modeling (BIM) Technology where applicable. Prior to initiating any drawing production work, the Project Manager will schedule a meeting with the vendor/consultant to discuss the specifics of the project, including the Authority’s drawing standards and drawing preparation process. It is recognized that some work performed for the Authority may need to be submitted to other governmental agencies. Those submittals will need to conform to both the Authority’s standards and the agencies’ standards. Where standards conflict, consultants must work with the Project Manager to determine the best course of action to reconcile the conflict. The Authority’s goal is for the Project Team to produce the desired product within scope, schedule, and budget. Consequently, the consultant is always encouraged to contact the Project Manager, or CAD/Configuration

Manager when questions arise, or when clarification or direction is needed, no matter how small the issue.

2.2 PURPOSE

The purpose of this Manual, MARTA BIM User Guide (2016), and the Issued Technical

Document Procedure (CPD-PR-1000) is to standardize drawing information and improve electronic data sharing between disciplines at MARTA and from consultants working for

MARTA.

These criteria establish, define, and clarify procedures and standards to be used for

Metropolitan Atlanta Rapid Transit Authority drawings. The intent of these criteria is to ensure that drawings have a uniform appearance and reflect high quality workmanship.

Drawings shall be prepared in such a manner to depict clearly, and illustrate information when drawings are reduced to half size. Currently, MARTA utilizes 2D drawing formats for procurement of design and/or construction services.

2.3 RESPONSIBLE PARTIES

Project Managers, Engineers, Architects, CAD Technicians, Vendors and Consultants are responsible for ensuring that these criteria are implemented, and drawings show and reflect the information completely and clearly, and without unnecessary embellishment.

MARTA Criteria for Drawings Standards Manual, 2021 Revision 5 Page 15 of 95

These standards do not exempt the professional from performing responsible engineering, surveying, and mapping or architecture. The policies and procedures of the requisite departments at MARTA and best practices take precedence when providing professional services for MARTA. The professional has the final responsibility for the accuracy of all input and output of CAD applications.

2.4 CHANGES/REVISIONS/DISCLAIMERS

Electronic data furnished to MARTA shall use the appropriate naming convention and format for the type of data to be transmitted. It is especially important to clearly communicate what is being transmitted and to describe the format of the transmitted files.

Any file submitted that deviates from the Criteria format must have prior documented approval from MARTA. The change request must be submitted in writing and presented to MARTA CAD & Configuration Management for consideration and approval.

2.5 REFERENCE STANDARDS

The MARTA CAD Standards Manual largely reflects the National CAD Standards, Version 6. In the case of differences between the two Standards, the MARTA CAD

Standards Manual is considered definitive for MARTA projects. The role of an individual assigned to the project determines the level of understanding required of the CAD

Standards. For CAD technicians, designers, and managers, a thorough knowledge of CAD related elements associated with a project is crucial. The Project Manager however is only required to have a general knowledge of CAD Standards and how CAD is used to create and deliver a project.

Both levels of knowledge will be possible using this manual. The CAD system adopted by

MARTA is Autodesk AutoCAD format. All deliverables must be compatible with this format. Throughout this manual terminology and references will be made that are unique to this Autodesk application.

2.6 ACRONYMS

Throughout this manual, the following prescriptive language is intended:

If the word “shall” is used, the described action or policy is a requirement of internal and consultant designers. If the word “should” is used, the described action or policy is recommended as best practice. The designer is strongly encouraged to use the described action or policy, but substitutes will be accepted if the spirit of the requirement is achieved.

If the word “may” is used, the described action or policy has been found to produce a satisfactory result. An action described as “may” will sometimes appear in this manual to accompany a “should” declaration. In this case, either described action is considered equally valid.

4.2 PROJECT ORGANIZATION

PROJECT DIRECTORY STRUCTURE

1. The CAD Manager or the Manager of Configuration Management will be responsible for establishing and maintaining a rigid directory structure for each project submitted using CAD and/or design analysis software. This directory structure will facilitate:

a. The centralized backup, archiving and retrieval of Project data.

b. The controlled access to Project data.

c. The ability to share data among all Project disciplines.

2. The Project Number is the basis for storage and retrieval of all data. It is very important to assign a legitimate number to the project prior to initiating any CAD work. This number may be the Contract Number, the Project Number, or the Design Work Order

Number. The assigned number should be retained for the duration of the project; any modification to this number should be documented. Figure 12.1 defines the standard directory tree that should be used as the basis for establishing project specific directories. Each project directory is further divided into four (4) top-level directories:

a. The DES or Design is divided into disciplines specific subdirectory for the storage of all discipline specific model or design files that will be shared or referenced by other disciplines.

b. The DRA or Drawing directory will be used to store all contracts and exhibit drawings indexed by specific disciplines. Printing/plotting of signed and sealed deliverable (s).

c. The DOC or document directory will be used to store all documents such as pertinent calculations, correspondences, and spreadsheets.

d. The IMG folder will be used to store Reference Drawings to support and clarify the contract drawings design. These are contract archive image files that will be attached to drawing files. Reference images and drawings will be located in the same folder with the same file name. (ex. AR001.dwg and AR001.tif). All

Reference drawings shall be cataloged by subfolders using their original contract numbers. Refer to CAD and Configuration Management for process and procedure. When Reference drawings apply to a contract the Caveat should be thawed on the title sheet. Reference drawings are supplemental/As-Built drawings provided to support the contract documents.

e. The PLT or document directory will be used to store static plot/print files at the project milestones. Create a TIF and PDF subdirectories, as these are required project deliverables..

*CAD Manager: The folder structure shown on Figure 5-1 shall be followed. MARTA will provide baselines for most infrastructure facilities. This structure is to ensure conformity to our products. Additionally, DES is for design, DRA is for output.

Symbols and layers should not be modified unless approved by MARTA. Any symbols not provided by MARTA should conform to industry standards and be submitted to the Authority for approval.

Users can access the data (including tool palette ATC file) via SharePoint download or via

MARTA’s designated information sharing system. The symbols and layers are displayed in individual folders by discipline.

User folder path ….\MARTA-Tools\Toolpalette:

Follow these steps to set up the tool palette with ATC file:

1. Create a duplicate of the existing AutoCAD.arg profile and rename it to

MARTA. Do not overwrite the existing profile. The goal is to maintain all paths, excluding the ones listed below. This method allows printing and other necessary settings required to work in the current environment to be maintained. Switch between the two profiles as needed.

2. Re-path the “Tool Palettes File Locations” to C:\MARTA-Tools\Toolpalette.

3. Re-path “Action Recording File Locations” to C:\MARTA-

Tools\Toolpalette\MACROS.

4. Import the new macros by typing “ACTMANAGER” into the command line.

Once the GUI opens, close it.

5. Open tool palettes.

4.4 DESIGN FILE NAMING CONVENTION

File management refers to how documents are organized and stored. Its primary purpose is to provide a safe repository for information and to minimize the possibility of information being lost.

The efficient sharing and transfer of information from consultants/contractors to MARTA and vice versa relies on the use of a systematic file naming convention. To avoid conflicting attachment of reference files, there will be no duplicate file names within the project directory structure or copies of the same file within the project directory. It is not permissible to copy the same basemap design files into multiple discipline specific sub-directories. MARTA provides a drop down, design file naming resource tool, inside

Microsoft Excel which can be accessed via SharePoint download or via MARTA’s designated information sharing system. The naming format consist of 5 sets of abbreviations separated by a dash. The sets of abbreviations designate the Engineering discipline, Location, Floor level, Plan type and Contract number.

4.12 GENERAL CAD SOFTWARE

The CAD software of record for MARTA is Autodesk AutoCAD. All official project drawings shall be provided in Autodesk's AutoCAD software. The version used shall be compatible with MARTA's version without any additional refinements either manually or electronically once transmitted.

The Criteria requires every plotted drawing sheet to have its own separate electronic drawing file. The Authority uses several additional drafting and design tools to accomplish its goals. All Close Out documents are to be delivered to the MARTA Configuration

Management business unit in Autodesk’s AutoCAD file format.

5.0 CAD SHEET SET MANAGEMENT TOOL

5.1 GENERAL

Autodesk Sheet Set Manager (SSM), drawing management tool, promotes efficiency, through organizing drawings in a logical manner. For example, controlling the specific text in drawings, such as Project Name, Sheet Title and Sheet Number, all from one location, with information displayed on the drawing’s files.

MARTA Criteria for Drawings Standards Manual-2021 Revision 5 Page 27 of 95

Project information is linked by multiple attributes into the Title Block through Sheet Set

Manager (SSM). The attributes must be populated using SSM. Double clicking on the object and editing the block in-place, per normal CAD editing processes breaks the link.

Thus, information will not update when this occurs. The standard list of attributes noted below, shall be controlled by through SSM.

6.0 DRAWING CONVENTIONS

6.1 HAND DRAFTING

Pen or pencil hand generated drawings are only as accurate as the thickness of the instrument's point and the person using these tools. CAD-generated drawings, in contrast, are accurate.

It is the intent of these guidelines to use Computer Aided Drafting (CAD) methods to ensure conformity and consistency to MARTA’s products and services. In the instances where the Authority will accept hand-drafted deliverables, the product shall meet the guideline characteristics stated/shown in these Criteria. Thus, all lettering styles and sizes

(height and weight), symbols and their appearance, and line styles depicting existing elements (shown screened) and proposed elements (shown bold) shall duplicate all instances located within the Criteria for Drawings Manual. Any submittals not meeting the intent of these Criteria requirements are subject to rejection.

6.2 MODEL SPACE / PAPER SPACE

Drafting standards work in conjunction with AutoCAD. This is to ensure the uniform appearance and reproduction quality of CAD data presented on contract plan drawings, standard drawings, and advance the sharing of electronic information. CAD files shall conform to all aspects of this criterion. This includes files created by Photogrammetry, Survey, Architectural Design, Structures, ROW Mapping, Construction, and Geotechnical

Engineering, used to produce drawings information.

1. Design / Model Space- can be either 2D or 3D. A design model can also be used as a reference.

2. Sheet / Paper Space - usually 2D, this space is most commonly used to compose finished and annotated drawings. Drawing is limited to one layout tab. If you are unsure about layout tabs, please contact Engineering Support at

Engsup@itsmarta.com.

AutoCAD allows for the placement of data in a 3-D coordinate space known as Model

Space. Paper Space is an environment for creating finished layouts. Both 2-D and 3-D data can exist in Paper Space, but commands that render 3-D viewports are disabled.

The following guidelines will be used for placement of data on MARTA drawings:

1. Detail drawings–object lines and discipline specific symbols will be shown in

Model Space. Text, tags, call outs, titles, labels, dimensions, annotation, legends, scales, and viewports will be shown in Paper Space.

2. Schedule drawings–all text, tags, call outs, titles, labels, dimensions, annotation, legends, and viewports will be shown in Paper Space.

3. Single Line Diagram drawings – all text, tags, call outs, titles, labels, dimensions, annotation, legends, and viewports will be shown in Paper Space.

4. Section and Elevation drawings – object lines and discipline specific symbols will be shown in Model Space. Text, tags, call outs, titles, labels, dimensions, annotation, legends, scales, and viewports will be shown in Paper Space.

MARTA Criteria for Drawings Standards Manual-2021 Revision 5 Page 33 of 95

5. Plan drawings – all information, usually lines and symbols, including text that will be shared within a discipline or by other disciplines will be shown in model space at a 1:1 scale (a twenty-foot beam must be drawn at twenty feet of length).

Text, tags, call outs, titles, labels, dimensions, annotation, legends, key plans, scales, and viewports will be shown in Paper Space.

Ensure that lines join precisely at their ends. Do not allow them to overlap or fall short.

Lines that do not meet precisely will cause errors when other items that rely on the precision of intersections are created or inserted.

Model Space is for production work. All symbols, lines, and information, which will be externally referenced into other design files/drawings, need to be placed in model space.

The best practice is to leave information THAWED and ON. Utilizing the FREEZE layer control setting in Paper space viewports will control the visibility of the referenced drawing data in the final product. Rule of thumb: If it needs to be coordinated, it is to be modeled to the appropriate layer of detail required to help identify any conflicts.

6.3 XREFERENCE

The XREFERENCE and the OVERLAY command will be used to attach DES plan drawing information to the current drawing file in model space at the insertion point 0, 0.

All external references shall be placed on the XREF layer.

The element information drawn in the DES file shall be controlled by a layer. No element will be forced to a color on a DES file. This is best practice as it pertains to use of

Xreference file.

The visibility and color of the Xreference files can be controlled by setting VISRETAIN equal to 1. This command ensures that when the drawing is opened, all drawing settings are retained as was last saved, regardless of any changes in the Xreference background drawing.

6.4 COORDINATES AND USER COORDINATE SYSTEM (UCS)

Mapping for MARTA projects is typically defined by an adjustment of the State Plane

Coordinate System. North is normally aligned to the top of the drawing. Coordinate values are expressed in millions of feet (@ coordinate location of Five Points Station xy=2228000, 1365000). Drawings depicting transit facilities and buildings are typically oriented along an axis of the facility or building. AutoCAD allows the user to establish a local grid or UCS (User Coordinate System) for orienting drawings in this manner.

The creation of an UCS is explained below. Multiple UCS is allowed in each electronic file, thus no limitations on alignment.

1. Establish the new axis of the drawing by identifying a prominent feature on the background drawing (usually a column grid line).

2. Use the UCS command to specify the origin for the new UCS.

MARTA Criteria for Drawings Standards Manual-2021 Revision 5 Page 34 of 95

Name the UCS so that the preferred alignment can be reestablished as needed.

These parameters can be saved using the command UCS Save. Value should be given the same name, SITE.

6.5 TITLE BLOCK DESCRIPTION AND PAPER SIZE PARAMETERS

Route Location, Conceptual and Project Definition Drawings

All drawings included in these categories will be 22 inches by 72 inches and are subject to half size reduction.

Project Drawings

All Project Drawings will be 22 inches by 34 inches and are subject to half size reduction.

Other Drawings

Except for some special drawings, e.g., Record of Survey Maps, or where the size of the drawing is controlled by other agencies, all drawings will be 22 inches by 34 inches (ANSI Standard Size D) and are subject to half size reduction.

MARTA Criteria for Drawings Standards Manual-2021 Revision 5 Page 35 of 95

2. The scale for a drawing or a drawing view shall be selected to ensure clarity of a print when it has been reduced to one-half the linear dimensions of the original drawing and to allow for reasonable space between views. Within a set of drawings compatible multiples shall be used wherever possible, e.g., 1/8”, 1/4”, 1/2”, 1” =

1’- 0” or 3/l6”, 3/8”, 3/4”, 1-1/2”, 3” = 1’- 0”.

3. If an elevation, section, or detail is shown schematically and it is not intended to specify the scale, the view shall be noted “NTS” under its title.

6.7 LINE STYLES (including LINE WEIGHT)

Various line styles and weights are typically used to differentiate between elements of objects and to focus attention on key elements within a drawing. Regardless of the line style or weight chosen, all elements must be clearly visible, and text must be easily read when the drawing is printed at its full size as well as when it is scaled for smaller printed formats. Screened or half-tone lines de-emphasize drawing elements. Backgrounds used by another discipline as a background in their drawing is an example. Screened lines in an elevation may represent a distant wing or an existing building.

MARTA will provide the line style suitable for use with AutoCAD drawing files. These elements are custom to MARTA and are preloaded in the .dwt files provided and are automatically set when layer file in imported into .dwg. Partial list shown below:
