About this file
This document is an Addendum #1 for a Request for Proposals (RFP #6000001881) issued by the Port Authority of New York and New Jersey for expert professional electrical design services to be performed on a task order basis over a four-year term. The proposal receipt date has been changed to January 18, 2024, at 2:00 P.M. Eastern Time. The addendum contains clarifications to several key aspects of the proposal requirements, including project experience qualifications, engineer licensing requirements, and documentation specifications. Specifically, the Port Authority is seeking a minimum of 5 relevant projects total across different facility types, with flexibility for firms to include projects where they served as both prime and sub-contractors.
The document provides detailed responses to eight specific questions from potential proposers, addressing topics such as minimum project requirements, engineer licensing (including a specific requirement for engineers working on interstate bridges or tunnels to be licensed in either New York or New Jersey), and documentation details like the transmittal letter. For the electrical design services, proposers must have a minimum of two licensed professional electrical engineers, with at least one able to demonstrate experience in New York or New Jersey. The addendum also clarifies that proposed electrical engineers can be used across multiple categories, with a requirement that they can demonstrate the specific experience outlined for each category.

SUBJECT: PERFORMANCE OF EXPERT PROFESSIONAL ELECTRICAL DESIGN
SERVICES AS REQUESTED ON A “TASK ORDER BASIS” FOR A FOUR-
YEAR TERM (RFP# 6000001881) – ADDENDUM #1
Dear Sir or Madam:
The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.
Please Note: The date for receipt of proposals has been changed to 2:00 P.M. Eastern Time (ET) on January 18, 2024.
Question #1: Can you confirm that the Authority is looking for a minimum of 5 relevant projects total? For example, 5+ total that encompass bridges, tunnels, etc. (meeting the minimum of 2 types of facilities) and not 5+ bridge projects in addition to 5+ tunnel projects.
Answer #1: Yes. We are looking for a minimum for 5 relevant projects total.
Question #2: Can the same licensed engineer(s) be used to meet the minimum qualifications for multiple categories?
Answer #2: Yes.
Question #3: Are the minimum projects listed in each section limited to those that an applicant performed as a prime, or can proposers include projects completed as a sub, where the proposer was the lead for the systems in question?
Answer #3: A firm can submit project experience where they acted as both a prime and a sub where they were the lead for the systems in question.
Question #4: Must the minimum project experience requirements per section be qualifications of the Prime, or can the experience of subconsultants be used to satisfy the qualification requirement? For instance, D. Traction Power Systems Design is a specialty service outside of typical Electrical engineering. If a Prime meets the other minimum experience, for the other sections, can this section D be fulfilled by a specialty subconsultant?
Answer #4: The prime must meet all of the requirements.
Question #5: Must the minimum engineers per category hold a NY or NJ license? Or can these be engineers licensed in other states (i.e. not NY or NJ)?
Answer #5: Requirement is not per category it is in total. A minimum of 2 proposed electrical engineers must be licensed professional engineers. A(1) states “For work performed on interstate bridges or tunnels, that cross between the states of NY & NJ, an Engineer(s) of Record (EOR) is required to be licensed in both states. This requirement can be fulfilled by two separate individuals, one licensed in the state of NY and one licensed in the state of NJ; or preferably one individual licensed in both the state of NY and NJ.” If the Proposer has one licensed professional electrical engineer who is licensed in both states then your second proposed licensed professional electrical engineer and be licensed any another state.
Question #6 What information must be provided in the transmittal Letter?
Answer #6: There is an error in the Template instructions and the Proposer Template for Item 4 “Transmittal Letter” – Replace “Section III” with “Section IV” respectively, see below.
IV. Instructions and Additional Information – Item 4 Proposer Requirements (Transmittal Letter) - “The Authority will consider only those firms who are able to demonstrate compliance with the proposer requirements stated in Section III, Proposer Requirements.”
Proposer Template – page 4, Item 4 – “Proposer Requirements (Transmittal Letter)
- The Authority will consider only those firms who are able to demonstrate compliance with the proposer requirements stated in Section III.”
Question #7: For Section D, can proposers provide a mix of Fire Protection and Electrical Engineers to satisfy the requirement?
Answer #7: If you are proposing under multiple categories, a minimum of 2 proposed electrical engineers must be licensed professional engineers. The proposed electrical engineers can be the same five for each category with a minimum of two of the five that are licensed professional engineers, so long as all five can demonstrate the required experience for as outlined under each category including experience in the State of New York or New Jersey.
Question #8: For Attachment F, should be submit one roll-up number for each subconsultant that encompasses their total estimated work percentage or should we break down the table by category and submit our sub participation for each category separately?
Answer #8: Please submit for each category.
If you have any questions, please contact Mr. Chase Palmer at ropalmer@panynj.gov.
