About this file
This is a Request for Proposal (RFP) issued by the Port Authority of New York and New Jersey (Port Authority) for expert professional electrical design services to be performed on a task order basis over a four-year term. The RFP solicits proposals for electrical design services across five key subsets: Electrical Power Distribution and Control Systems, Aeronautical Systems, DC Traction Power Systems, Fire Alarm and Emergency Communication Systems, and Electronics. The solicitation is open to qualified firms capable of providing design services for various facilities including airports, tunnels, bridges, terminals, commercial buildings, railroads, and ports. Proposals are due on January 11, 2023, at 2:00 PM Eastern Time, and will be submitted electronically through the Bonfire platform.
The Port Authority has established specific requirements for proposing firms, including minimum staffing levels, professional licensing, and demonstrated experience in electrical design. The agency has set ambitious diversity goals, targeting 20% participation by Minority Business Enterprises (MBEs), 10% by Women-owned Business Enterprises (WBEs), and 3% by Service-disabled Veteran-owned Business Enterprises (SDVOBs). Compensation will be determined on a task order basis, with potential methods including multiplier-based rates or lump sum arrangements. The contract allows for multiple award scenarios, with the Port Authority reserving the right to distribute task orders among selected firms to ensure fair competition and equity. Professional liability insurance requirements are substantial, with minimum coverage of $5,000,000 per occurrence, and comprehensive background screening and security protocols will be mandatory for all personnel involved in the project.
