About this file
This is Addendum No. 1 to the bidding documents for the Lebanon County Municipal Building Abatement Project, issued by the County of Lebanon in Pennsylvania. The project involves comprehensive asbestos abatement work at the County's Municipal Building located at 400 South 8th Street, Lebanon, Pennsylvania 17042. The scope of work includes removal and disposal of asbestos-containing spray-applied fireproofing, floor tile and mastic, pipe and fitting insulation, and contaminated ceiling construction on the ground floor and first floor. Additional work involves selective demolition, protection of existing construction that will remain in place, and coordination of electrical, HVAC, and plumbing disconnects. A non-mandatory pre-bid meeting was scheduled for May 12, 2026, at 2:00 PM at the project location. Sealed bids are due on May 28, 2026, at 1:00 PM, with electronic opening to follow immediately thereafter through the PennBid Program. The addendum also makes part of the contract documents the revised Bid Form (00300R), project drawings (CS Cover Sheet, AC.01, AF.01, and D.01), and clarifies that an employee verification form must be included with the bid package.
Bidders must submit a non-collusion affidavit in accordance with the Pennsylvania Antibid-Rigging Act of October 28, 1983, and provide a bid bond in the amount of not less than ten percent (10%) of the total base bid. Upon award notification, contractors must furnish performance and labor/material payment bonds in the amount of one hundred percent (100%) of the contract price and certificates of insurance within ten (10) days. The bid form requires submission of a base bid for all asbestos abatement work, one alternate bid addressing subcontracted costs for electrical, water sprinkler, and HVAC equipment isolation, four allowances for additional work items, and four unit prices for floor tile removal, spray-applied fireproofing removal, and additional mobilizations. Contractors are responsible for field verification of all quantities and conditions, hiring qualified subcontractors for MEP coordination, and protecting existing construction during the abatement process. Work must be completed according to a phased completion schedule as specified in the contract documents, with time for completion considered essential to the contract.
