About this file

This file is a comprehensive project manual for asbestos-containing materials abatement at the Lebanon County Municipal Building in Lebanon, Pennsylvania, prepared by the County of Lebanon and designed by EHC Associates. The project involves the complete removal and disposal of asbestos-containing materials including spray-applied fireproofing (5% asbestos content) and floor tile mastic (2% asbestos content) located throughout the building at 400 South 8th Street. The work encompasses site preparation, worker decontamination facilities, negative air filtration systems, asbestos removal using various specialized procedures, waste disposal, environmental air testing, and post-removal restoration. A non-mandatory pre-bid meeting was scheduled for May 12, 2026, at 2:00 PM, with bid submissions due no later than May 28, 2026, at 1:00 PM via the PennBid electronic system. The contract award date was May 28, 2026, with contract serial number 26-04214. Work must be performed in designated phases to accommodate ongoing county building operations, with the contractor required to submit detailed project schedules indicating crew size, shift requirements, and whether weekend work will be necessary to meet completion deadlines.

The bid documents require a performance bond and labor and material payment bond each equal to 100% of the contract price, with bid security of not less than 10% of the base bid amount. The surety must be U.S. Treasury listed with an "A" rating by A.M. Best Company and registered in Pennsylvania. All workers must comply with Pennsylvania prevailing wage requirements as established by the Secretary of Labor, with prevailing wage rates for asbestos workers beginning at $71.36 per hour (including fringe benefits as of the determination date of April 29, 2026). The contractor is responsible for all required permits, notifications to state and federal environmental agencies, worker medical examinations and training, comprehensive general liability insurance with minimum limits of $1,000,000, and workers' compensation insurance. Contractor personnel must pass background checks under Act 34 (criminal history), Act 151 (child abuse history), and Act 114 (federal criminal history) prior to site entry. The project requires strict compliance with 29 CFR 1910 and 1926 (OSHA), 40 CFR 61 Subpart M (NESHAPS), and EPA AHERA requirements, with all air testing and environmental monitoring performed by the owner's consultant using optical microscopy analysis with a final clearance level of 0.01 fibers per cubic centimeter of air.
