About this file
This is a TX-RAMP Notification Appendix issued by the University of Texas Health Science Center at San Antonio (UTHSCSA) Department of Purchasing in response to a Graduate School of Biomedical Sciences application management system procurement. The Graduate School receives applications for 18 academic programs, 6 summer programs, 1 postdoctoral program, and 1 high school program, and requires a vendor to manage the application process with integration capabilities to the University's PeopleSoft system and the school's Nutrient software. The vendor must provide faculty review functionality within the software platform and deliver robust customer relationship management (CRM) capabilities for prospect communication, tracking, and admission offer delivery. The current application vendor has integration limitations that hinder the admissions office operations, and the existing CRM functionality is insufficient, requiring the use of a separate vendor to manage CRM processes.
As mandated by Texas Government Code 2054.0593 and Senate Bill 475 of the 87th Legislative Session, vendors submitting proposals for this opportunity must comply with TX-RAMP Certification requirements established by the Texas Department of Information Resources (DIR). Proposers must declare their TX-RAMP Certification Level status, confirm whether their offering constitutes a "cloud computing service" subject to TX-RAMP requirements, or provide evidence of having initiated the certification process with DIR. Alternatively, vendors with existing FedRamp Certification may submit that credential alongside their TX-RAMP submission. UTHSCSA provides no guarantee of volume, minimum, or maximum compensation under this RFP or resulting contract.

APPENDIX FIVE
TX-RAMP NOTIFICATION
It has been determined that the RFP you are submitting a proposal for could require TX- Ramp Certification Level . As required in Senate Bill 475 of the 87th Legislative Session the Texas Department of Information Resources (DIR) must establish a state risk and authorization management program that provides “a standardized approach for security assessment, authorization, and continuous monitoring of cloud computing services that process the data of a state agency.”
To comply, DIR has established a framework for collecting information about cloud services security posture and assessing responses for compliance with required controls and documentation. Texas Government Code 2054.0593 mandates that state agencies, as defined by Texas Government Code 2054.003(13) must only enter or renew contract to receive cloud computing services that comply with TX-RAMP requirements.
A TX-RAMP Assessment Request can be requested online.
