About this file
This is a Proposal Affidavit form for Williamson County, Texas, related to solicitation 26RFP18 for Armored Courier Services. The affidavit requires respondents to certify compliance with multiple Texas Government Code provisions regarding boycotts of Israel, engagement with sanctioned countries and terrorist organizations, boycotts of energy companies, and boycotts of firearm and ammunition industries. Respondents must also certify that they have not been debarred from doing business in Texas and that their proposals were not prepared in collusion with other respondents. The form includes acknowledgment that awarded contracts may be adopted by other agencies through a collaborative interlocal agreement, with the exception of professional services contracts. Signatories must provide their name, title, company name, date, and email address.
The affidavit contains exceptions to several certifications applicable only to companies with ten or more full-time employees with contracts valued at $100,000 or more paid from public funds. Sole proprietorships and companies with fewer than ten employees are exempt from the boycott certifications regarding Israel, energy companies, and firearm and ammunition industries. Additionally, companies excluded from federal sanctions regimes by the United States government are exempt from the foreign business restrictions. The form explicitly states that firms acknowledge potential contract termination and payment withholding if any certification is inaccurate, establishing strict accountability for respondents' representations.
