About this file

This document is an Evaluation Scoring Matrix for a Child Care Expansion Initiative (CCEI) Program, detailing the scoring criteria for potential respondents. The matrix outlines a comprehensive evaluation process across four main categories: cost/price reasonableness (15 points), past performance and qualifications (25 points), technical approach and project plan (50 points), and key personnel qualifications (10 points), totaling 100 possible points. The scoring focuses extensively on the respondent's ability to administer a multi-million dollar child care program, including evaluating business plans, managing competitive awards, recruiting child care providers, and achieving specific program goals like creating 6,000 new child care slots.

The evaluation emphasizes several critical assessment areas, including the respondent's experience in child care business viability, ability to reach statewide with a focus on Child Care Deserts and Employer-Supported Site-Based Child Care, comprehensive data collection strategies, and processes for intaking, tracking, and monitoring child care provider applications and expenditures. Key requirements include demonstrating at least three years of direct experience in the past five years, developing a staffing plan, ensuring linguistic accessibility, meeting ADA requirements, and creating a continuous quality improvement approach. The scoring matrix is designed to select a respondent with the most comprehensive and practical approach to expanding and supporting child care infrastructure.
