About this file

This document is an RFQ Evaluation Selection Criteria guide from Williamson County, Texas, for the selection of engineering firms to develop a regional water plan. Williamson County is soliciting qualifications from engineering firms to provide services for the development of this regional water plan, with the county anticipating the selection of one or more firms for the work. The evaluation process focuses heavily on the technical capability and experience of proposed individuals working on the project, weighted significantly greater than firm-level experience.

Evaluation of statements of qualifications will be conducted using a 500-point scoring system administered by a Williamson County employee evaluation committee. Respondent firms must meet a pass/fail requirement to be registered with the Texas Board of Professional Engineers (TBPE) as an engineering firm in the state of Texas, with this registration documented in the SOQ transmittal letter. Scoring criteria allocate points across multiple categories: Project Manager's experience with similar projects (50 points), Demand Outlook activities (50 points), Supply Outlook activities (150 points), Water Supply and Demand Assessment activities (50 points), Water Treatment Assessment (50 points), Water Transmission Assessment (50 points), availability and previous performance on Williamson County projects (50 points), and understanding of the project (50 points). The evaluation committee may recommend a contract based solely on initial SOQs or may conduct in-person interviews with selected respondents. The top-ranking respondent will enter into contract negotiations with Williamson County, and if negotiations fail, the county will proceed with the second-ranking respondent. All contract awards require final approval from the Williamson County Commissioners Court. Communication during evaluation must occur exclusively through the Williamson County Purchasing Department, and respondent attempts to contact or influence evaluation committee members may result in submittal disqualification.

Evaluation Selection Criteria

Evaluation Selection Criteria

Each Statement of Qualification (SOQ) received in response to this RFQ will be subject to the same review and assessment process. SOQs will be evaluated based on the technical capability and experience presented in the SOQ.

Please note that the County shall weigh the experience of the individuals proposed to work on this project significantly greater than the experience of the firm as a whole. Below is an estimated outline of how the respondents will be evaluated. Respondent refers to firm submitting SOQ. This is subject to modification based upon the actual proposal criteria.

All contact during the evaluation phase shall be through the Williamson County Purchasing Department only.

The Respondent shall neither contact nor lobby Evaluators, Elected Officials/Department Heads or Williamson County Employees during the evaluation process. Attempts by the Respondent to contact and/or influence members of the Evaluation Committee, Elected Officials/Department Heads or Williamson County Employees may result in disqualification of submittal.

Pass/Fail Criteria

To be considered for evaluation, all interested firms must be registered with the Texas Board of Professional Engineers (TBPE) as an engineering firm in the state of Texas. A statement indicating this must be included in the SOQ transmittal letter to the County.
