About this file
This document is the mandatory pre-proposal meeting minutes for the Santaquin Storm Drain Master Plan Update contract opportunity held by Santaquin City, Utah on September 16, 2026. The City seeks consulting engineering services to develop a comprehensive city-wide Storm Drain Master Plan with an associated Capital Improvements Plan, Impact Fee Facilities Plan compliant with Utah Impact Fee laws, Impact Fee Analysis, and a Storm Drain User Rate Study. The project requires development of a functional computer model of the city's storm drain system, identification of existing deficiencies, evaluation of future flow projections and development impacts, recommendations on storm water ordinances and operational practices, present worth cost estimates for capital improvements, identification of MS4 compliance issues, and updated user rate recommendations. The proposal submission must not exceed 10 pages with a maximum of four 11"x17" sheets, with a cover page excluded from the page count. The mandatory pre-proposal meeting occurred on Wednesday, September 16, 2026, with the final proposal due date of Friday, October 9, 2026. The City Council contract award presentation is scheduled for Tuesday, October 20, 2026. Seven key City contacts are identified including the City Manager, City Engineer, and Public Works Director.
The City will provide existing storm drain GIS shapefiles and associated data to support the consultant's work, with no significant additional data collection anticipated; however, occasional field visits may be necessary. The City currently uses Esri and Autodesk Civil3D software, and while compatibility with these platforms is preferred, it is not required. No specific modeling software is mandated. A 2021 supplemental watershed plan and existing Storm Drain Master Plan are available online as reference materials. The project scope excludes comprehensive hydrology studies for all 22 identified drainages along the east bench, focusing instead on areas with historical issues. The City anticipates becoming an MS4 regulated entity within the next few years and desires annual updates to the IFFP and IFA to account for rising construction and property acquisition costs.
