About this opportunity

Santaquin City, Utah is requesting proposals for consulting engineering services to develop a comprehensive Storm Drain Master Plan (SDMP) update with an associated Capital Improvements Plan (CIP), Impact Fee Facilities Plan (IFFP), Impact Fee Analysis (IFA) compliant with State of Utah Impact Fee laws, and a Storm Drain User Rate Study, with technical proposals due October 9, 2026 at 1:00 p.m. A mandatory pre-proposal meeting was held September 16, 2026; attendance was required for proposal eligibility.

The scope includes developing a functional computer model of the city's storm drain system, identifying system deficiencies and recommending prioritized improvements, evaluating future flow projections and development impacts through theoretical buildout, updating stormwater ordinances and standards including Low Impact Development practices in compliance with EPA and State of Utah Small MS4 regulations, delivering a prioritized capital improvement project list with detailed cost estimates for the first ten years and planning-level estimates through buildout, evaluating undeveloped right-of-way policies, and analyzing user rate recommendations. The city will provide existing storm drain GIS shapefiles and associated data; compatibility with Esri and Autodesk Civil3D is preferred but not required. The project scope excludes comprehensive hydrology studies for all 22 identified drainages, focusing instead on areas with historical issues.

Proposals must not exceed ten pages (with limited 11" x 17" exceptions), formatted with one-inch margins, 10-point minimum font, and 12-point line spacing. Proposers must demonstrate completion of at least three comparable projects since 2021, provide organizational charts and realistic project schedules, and submit proof of general liability, workers compensation, and errors and omissions insurance. The contract shall be structured as a lump sum not-to-exceed agreement with task-by-task cost breakdowns submitted separately on Exhibit B. Annual updates to the IFFP and IFA are expected for approximately five years following initial completion (through 2031), subject to written authorization and submitted on Exhibit C.

Selection criteria include grasp of project requirements, design approach and methodology, project management capability, team experience, firm responsiveness, geographic familiarity, proposed schedule, references, and fee reasonableness. The city's target completion date is October 2027, with a City Council contract award presentation scheduled for October 20, 2026. All questions must be submitted through the Utah.bonfirehub.com (U3P) website. The city reserves the right to reject any or all proposals, request oral presentations from two to four shortlisted firms, and conduct reference checks.
