Summary: Specifications for Niwot Loop Concrete Bridge Approaches

This specifications document outlines construction requirements for Boulder County Parks and Open Space (BCPOS) concrete bridge approach improvements at the Niwot Loop Trailhead (7901 Mineral Road, Niwot, Colorado). The project involves constructing concrete approaches for two bridges: Bridge 1811 (40 feet long, 8 feet wide, 10,000-pound gross vehicle weight capacity, South Corridor) and Bridge 1812 (40 feet long, 8 feet wide, 10,000-pound capacity, North Corridor). The contractor must complete all deliverables within thirty consecutive calendar days following issuance of a Notice to Proceed, with a minimum fourteen-day advance notice required to BCPOS for public notifications and trail closures. Key deliverables include mobilization and demobilization, excavation and subgrade preparation, installation of six-inch Class 6 aggregate base course, concrete approaches conforming to CDOT Class B specifications (minimum 4500 psi compressive strength at 28 days), proctor density testing reports at 95 percent standard compaction for all three approach locations, and seven-day and twenty-eight-day compressive strength testing reports. The contractor must provide an Emergency Management Plan, install and maintain Field of Debris Sediment (FODS) track-out control systems at designated access points, establish temporary construction fencing and barricades, and maintain portable restroom facilities at both staging areas.

The selected contractor must possess minimum qualifications including experience in civil and concrete construction, concrete flat work with CDOT Class B specifications, and operation of heavy and light equipment. The contractor is fully responsible for all mobilization costs, equipment inspection and maintenance, material verification, utility locates (811 locates), all permits and licensing, disposal of excavated materials and concrete washout, equipment demobilization, and site restoration to preconstruction conditions. Alternative bid items address scenarios where existing subgrades fail to meet 95 percent proctor testing requirements, requiring additional compacted Class 6 road base installation and associated testing. Work hours are restricted to Monday through Friday, 6:00 a.m. to 7:00 p.m., with no overnight camping permitted. Contractors must disclose all subcontractors at least fourteen days in advance with proof of insurance and qualifications, maintain professional communication with the public, submit construction schedules for approval, and obtain written approval from BCPOS before implementing any change orders. Boulder County will provide a Notice to Proceed, designate a project manager contact, manage public notifications and trail closures, and furnish available project-related information.
