About this file
This is a Cost Proposal Response Sheet for the Utah Department of Transportation's Request for Proposals for C-V2X and Related Equipment, which anticipates multiple contract awards. The RFP solicits proposals for six device type categories: C-V2X Roadside Units (RSU), C-V2X On-Board Units (OBU), C-V2X OBU (Compact), Roadside Processor (RSP), Human Machine Interface (HMI), and On-Board Processor (OBP). Offerors may submit responses for any or all device types, with each device type requiring a unique and stand-alone response. The cost proposal form requires submission of firm-fixed pricing for base hardware units that must include a mandatory 2-year warranty, with pricing fixed for the duration of the contract.
Pricing for cost proposal evaluation is structured in three components across tables for each device type. Table A establishes the base hardware unit cost and calculates a "Scoring Cost" based on 10 units plus one Software Development Kit (SDK) for price eligibility determination. To qualify for multi-award consideration, an offeror's Scoring Cost must fall within a "Competitive Price Range" defined as 300% of the lowest compliant Scoring Cost received from all offerors for that specific device type; offerors exceeding this threshold will be disqualified. Table B provides pricing for optional extended warranty and maintenance services, including Year 3 extension, Years 4 & 5 extension package, out-of-warranty diagnostics, and engineering support labor rates, which are not evaluated in the cost scoring. Table C allows offerors to list pricing for optional features and services, including additional hardware models, which are also excluded from price eligibility calculations. All optional features, extended warranty, and maintenance pricing form a catalog from which UDOT may procure additional services and devices during the contract term.

COST PROPOSAL RESPONSE SHEET
UDOT C-V2X Equipment Instructions
A. Cost Proposal Instructions
a. Base Unit Pricing: Offerors must provide a firm-fixed price for the base hardware unit, which must include the mandatory 2-year warranty. This price will be fixed for the duration of the contract. If the Offeror has multiple units to propose, the unit that best meets the requirements listed in the applicable MMR and MRC sections should be offered as the base hardware unit and other units should be offered as “Other Features” options (last line in the MRC requirements list) with costs for those other units shown in “Optional Features & Services” (Table C).
b. Scoring Cost: For evaluation purposes only, a “Scoring Cost” will be calculated based on 10 units and 1 SDK to determine competitive price range.
c. Price Eligibility (300% Rule): To be considered for a multi-award, an Offeror’s Scoring Cost (calculated in Table A) must fall within the “Competitive Price Range”. The Competitive Price Range is defined as being within 300% of the lowest compliant Scoring Cost received from all the Offerors for that specific Device Type. Offerors exceeding this threshold will be disqualified from further consideration for that category.
d. Optional Features & Services: The prices provided in the “Extended Warranty and Maintenance” (Table B) and “Optional Features & Services” (Table C) sections will form the catalog from which UDOT may procure additional services, devices, features, or capabilities. These prices are not included in the Price Eligibility calculation.
e. Non-Standard or Additional Features: Features described in the MRC “Other Features” line item (last MRC requirement) that are optional, or require additional hardware, fees, or licensing must be listed in the “Optional Features & Services” cost table (Table C). Failure to list a price for a described device, service or feature may result in that item being unavailable for procurement under this contract.
Device Type Categories Offerors may choose to submit on any or all device types as defined below, but a unique and stand-alone response must be submitted for each Device Type proposed.
