About this file

This is a Scope of Work document for the Utah Department of Transportation (UDOT) Express Lanes Roadside Toll System Equipment Ongoing Support contract, issued as a notice of intent to award without competitive procurement. UDOT seeks an ongoing support contract for the I-15 Express Lanes Electronic Toll Collection (ETC) System to maintain continuity of operations through equipment replacement and software support services. The contractor will provide new or refurbished lane controller units, cabinet refurbishment or replacement, toll plaza equipment, in-lane testing and verification, and field support for roadside equipment on an as-needed basis directed by UDOT. Additionally, the contractor will provide software maintenance and updates for the Central Processing System (CPS) and lane controller firmware, monitoring and issue resolution services, and routine status reporting to UDOT staff. The contract includes support for transitioning CPS applications and databases to new server hardware procured separately, including configuration, cutover, and initial stabilization assistance, as well as support for the transition to a new Back Office System (BOS) through coordination, file exchange testing, and integration activities.

The scope includes limited training and knowledge transfer to UDOT personnel, technical consultation regarding Express Lanes operational changes and equipment lifecycle planning, and general support for other ETC deployments that interface with the Express Lanes system. This procurement is being pursued as a sole source award, indicating that UDOT has determined there is only one qualified source or that transitional costs and operational continuity make a competitive process impractical and not in the state's best interest. The notice seeks public comment to determine if other interested and qualified suppliers exist that meet the requirements. Work will be performed on an as-needed basis at UDOT's direction, with the contractor responsible for providing updated documentation, wiring diagrams, and configuration records for all replaced equipment and returning salvageable hardware to UDOT.

BACKGROUND

The Utah Department of Transportation (UDOT) operates the I-15 Express Lanes Electronic Toll Collection (ETC) System, which has been deployed and expanded over more than fifteen years. Many individual components are now outdated or nearing end-of-life for hardware availability, operating system support, or manufacturer maintenance, while much of the newer installations remain fully functional. Certain system assets, including lane controllers, cabinets, and supporting infrastructure, date back to the earliest phases of the program, while other components have been installed and upgraded more recently through multiple capital projects. The result is a large-scale amalgamation of equipment of varying ages, capabilities, and remaining useful lifespans.

UDOT’s strategy is therefore to preserve and extend the useful life of existing assets where practical, while selectively replacing equipment that has become unsupportable or unreliable. This approach minimizes disruption and reduces cost while maximizing the value of prior investments.

In addition to roadside equipment, the Express Lanes Central Processing System (CPS) and supporting server environments are also approaching end of support (EOS), at which point the developers will no longer provide security patches and updates as operating systems and application platforms reach end-of-life. New Express Lanes servers will be procured by UDOT separately from this contract. This contract will include support for server replacement activities, including testing, transition, and migration of CPS and related system services to the new server environments. A separate RFP will establish a new Back Office System (BOS) contract, and coordination and integration support from the ETC vendor will be necessary to ensure a smooth transition and maintain continuity of tolling operations.

CONTRACT GOALS

· Maintain continuity of Express Lanes operations by replacing roadside equipment that has reached end-of-life or is no longer supportable.

· Provide ongoing software support for CPS applications, database structures, firmware, and operational parameters necessary for secure and accurate toll collection.

· Facilitate testing and migration of central server environments during server replacement to ensure reliable hosting, monitoring, security, and data processing with no or minimal disruption to toll collection and Express Lanes function, including VTMS pricing display and lane status.

· Support the transition to a new or updated Back Office System (BOS) through coordination, file exchange testing, and related integration activities.

SCOPE OF WORK

The Contractor shall provide the services and equipment described below to support continued operation and maintenance of the UDOT Express Lanes System. Work will be performed on an as-needed basis at UDOT’s direction.

1. Roadside Equipment Replacement

· Load required firmware and configurations and verify proper lane operation.

· Cabinet Refurbishment or Replacement

· Retrofit existing cabinets when feasible; provide new cabinets as needed.

· Update wiring, power, and communications components and return salvageable hardware to UDOT.

· Toll Plaza Equipment

· Provide new equipment for components associated with lane controller assemblies and toll-processing hardware.

· At UDOT’s direction, the Contractor may furnish limited ancillary components on a pass-through basis.

· In-Lane Testing & Verification

· Conduct tag-read and transaction verification testing.

· Document issues and recommended corrective actions.

· Documentation

· Provide updated build documents, wiring diagrams, and configuration records for replaced equipment.

· Field Support

· Provide limited field support services related to Express Lanes roadside equipment, including troubleshooting, configuration adjustments, component replacement, and minor corrective actions, when requested by UDOT.

· Supply miscellaneous roadside or cabinet components, wiring, connectors, surge protection devices, or related hardware necessary to support repairs or equipment replacement, as directed by UDOT.

2. Software Support

· Software Maintenance and Updates

· Maintain CPS software and lane controller firmware, including updates, patches, configuration changes, and corrective actions needed to sustain reliable operations.

· Monitoring and Issue Resolution

· Monitor CPS processes, respond to alerts or failures, diagnose issues, and restore normal operation.

· Reporting and Operational Support

· Provide routine status reporting and support UDOT staff with CPS access, data needs, and operational adjustments.

3. Server Upgrades & Environment Support

· Server Migration Support

· Support the transition of CPS applications, databases, and services to the new server hardware (furnished under a separate contract) including assistance with configuration, cutover, and initial stabilization.

· Environment Setup and Testing

· Assist with deploying CPS components in development, QA, and production environments and support UDOT testing and validation activities.

· Platform Support and Documentation

· Provide technical support for CPS related operating system, database, and application dependencies during server replacement efforts and provide basic documentation following major changes.

4. Back Office (BOS) Transition Support

· Integration and Testing

· Assist with testing transaction files, tag status files, acknowledgements, and related data exchanges.

· Diagnose discrepancies between CPS output and BOS processing.

· Interface Compliance

· Support UDOT in ensuring the new BOS adheres to the established CPS data exchange requirements, including current file formats and transaction/tag-status processing expectations, and review any proposed changes for potential operational impacts.

· Coordination

· Support UDOT communication and issue resolution during BOS integration, including on-call assistance during go-live.

5. Additional Support Services (As Requested)
