Frequently Asked Questions Potential U.S.-Mongolia Child Protection Compact (CPC) Partnership

· What is a CPC Partnership?

· A Child Protection Compact (CPC) Partnership is a multi-year plan developed jointly by the United States and a particular country that documents the commitment of the two governments to achieve shared objectives aimed at strengthening the country’s efforts to effectively prosecute and convict child traffickers, provide comprehensive trauma-informed care for child victims of these crimes, and prevent child trafficking in all its forms. The purpose of a CPC Partnership is to work collaboratively with a government through a joint commitment and with assistance that is administered through tailored projects designed to enhance both government and civil society efforts to effectively address the child trafficking problems in the country. You can find more information at https://www.state.gov/child-protection-compact-partnerships/.

· Where can I find the Notice of Funding Opportunity, and how do I apply?

· Potential applicants can find the Notice of Funding Opportunity on SAMS Domestic (https://mygrants.service-now.com/grants) and the TIP Office website.

· Proposals must be submitted via SAMS Domestic by the deadline indicated in the Notice of Funding Opportunity to be eligible for consideration. Applicants should create an account at on the SAMS Domestic home page at the link above.

· If an organization has technical issues submitting a proposal near the deadline, the only way its late application will be accepted is if it opens a ticket with the help desk to fix the problem prior to the deadline. A ticket with the help desk is opened by calling 1-(888)-313-4567 or logging a ticket through the ILMS Self Service Portal (https://afsitsm.service-now.com/ilms/home).

· Is there a pre-determined funding amount for awards?

· The TIP Office may provide approximately $5 million to implementing partners under the Child Protection Compact Partnership. This amount can be awarded to one organization or divided among multiple organizations.

· What is the duration of CPC projects?

· Organizations are encouraged to propose a timeline that is appropriate for completing the proposed activities. Implementing partners’ projects typically have a period of performance similar to that of the CPC Partnership. More details on the expected period of performance will be included in the Notice of Funding Opportunity.

· Are projects funded in their entirety at the beginning of the project or in installments throughout the life of the project?

· The TIP Office awards the full amount of the project at the project’s start date.

· What is a Negotiated Indirect Cost Agreement (NICRA)?

· A NICRA is a document published to reflect an estimate of indirect cost rate negotiated between the Federal Government and a Grantee/Contractor’s organization, which reflects the indirect costs (facilities and administrative costs) & fringe benefit expenses incurred by the organization that will be the same across all the agencies of the United States.

· Generally, a NICRA is not warranted unless an organization has many U.S. government awards at one time. If applicants do not have a NICRA, they can include up to 10% as indirect costs. Organizations that do not have a NICRA will not be disqualified or penalized.

· What is a pre-award site visit?

· Organizations that have not received funding from the TIP Office in this past will be subject to a pre-award site visit. The pre-award site visit will take place after an applicant has been selected and prior to award. The assessment may consider a variety of risk factors, including (1) Financial stability of the applicant; (2) Quality of management systems and ability to meet prescribed management standards; (3) Past performance in managing previous federal awards, if applicable, including compliance with reporting requirements, conformance to the award’s terms and conditions, and the extent to which previously awarded amounts will be expended prior to future awards; (4) Reports and findings from available audits; and (5) Applicant ability to effectively implement statutory, regulatory, or other requirements applicable to non-Federal entities.

· Should applicants include a budget for translation services?

· Applicants should account for translation services in their budget. All project materials and documents must be submitted to the TIP Office in English, so applicants should estimate accordingly.
