About this file
This is a Questions and Answers document from the Massachusetts Department of Elementary and Secondary Education (DESE) addressing inquiries submitted through COMMBUYS regarding RFQ 27RFQTALJS1 for literacy production and communications support services. The RFQ seeks a vendor to provide professional publication, design, formatting, accessibility, branding, and communications support for three primary literacy initiatives: the Early Literacy Screening Guidelines with accompanying Companion Toolkit, the revised Massachusetts Dyslexia Guidelines, and the Massachusetts Literacy Guide. Key deliverables include at least six standalone Companion Toolkit documents to be designed from draft content provided by DESE in Microsoft Word format, three infographic videos (one for each topic area) anticipated to be under five minutes in duration with full production responsibility assigned to the vendor, and communications and promotional materials. Vendors should anticipate up to two review and revision cycles for primary deliverables and must provide all final deliverables along with corresponding editable source files in native formats to enable future DESE revisions. The Q&A close date was August 4, 2026 at 12:00 PM ET.
The vendor is expected to assume full responsibility for video production aspects including narration, voiceover, captioning, music, and accessibility compliance. All editable source files should be provided in native formats such as Adobe Creative Cloud applications or Microsoft Office, enabling DESE to make independent future updates. Design support for the Massachusetts Literacy Guide is limited to communications, dissemination, and promotional materials, with website redesign explicitly excluded from the scope. Final scope details for infographic videos, including duration and animation level, will be determined during project planning, though vendors may propose specific parameters for budgeting purposes. Toolkit document page counts and complexity levels have not been finalized and will vary based on content developed by DESE.

The RFQ references the delivery of "editable source files" for several deliverables. Can DESE clarify its expectations regarding preferred file formats? For example, are Adobe Creative Cloud source files (InDesign, Illustrator, Photoshop, Premiere Pro, After Effects), Microsoft Office templates, Canva templates, or other editable formats preferred for specific deliverables?
DESE expects the vendor to provide all final deliverables along with the corresponding editable source files used to create them. The editable source files should be in the native format used to create the deliverable and should enable DESE to make future revisions or updates.

Can DESE provide additional information regarding the anticipated scope of the Companion Toolkit resources, including approximate page counts, the format of existing draft content (e.g., Word documents), and any expectations regarding the complexity of the toolkit documents?
The Companion Toolkit is anticipated to consist of a series of standalone resources that accompany the Early Literacy Screening Guidelines. As outlined in the RFQ, the selected vendor should anticipate designing at least six toolkit documents. Draft content will be provided by DESE in Microsoft Word, with the selected vendor responsible for design, formatting, accessibility, and production. The resources will vary in length and complexity depending on the topic. Final page counts have not been established and may vary based on the content developed by DESE.

Can DESE provide additional guidance regarding the anticipated scope of the infographic videos, including the expected number of videos, approximate duration, level of animation, and whether narration, voiceover, captioning, or music will be provided by DESE or should be included by the selected vendor?
DESE currently anticipates one infographic video for each of the three topic areas identified in the RFQ: the Early Literacy Screening Guidance and Companion Toolkit, the revised Massachusetts Dyslexia Guidelines, and the Massachusetts Literacy Guide. Final scope, including duration and level of animation, will be determined during project planning. DESE anticipates these videos to be under five minutes. Vendors should assume responsibility for all aspects of video production, including narration, voiceover, captioning, music (as applicable), accessibility, and delivery of final editable and release-ready files. For the purpose of budgeting, the vendor can outline their proposed duration, level of animation, etc.
