All Subcontractors shall be listed on this chart above – the PRIME will mark the appropriate column to confirm if there is a CD in the package for the SUBS that needed to provide a SEALED PROPOSAL or confirm that there is NOT a CD for a SUB and we can obtain their information in the eCPS system.
The Subcontractor’s CD MUST have on it:
· Narrative on the subcontractor
· Subcontractors excel budget spreadsheet with staff names and rates
· NICRA
· Payroll documentation
Delivery instructions:
Offerors are responsible for ensuring that their Sealed Proposal Packages are received at the office designated below at the time specified for receipt. If you are utilizing a courier service or hand carrying the proposals, you will deliver your package to the Wilkins Avenue Screening Facility at 12225 Wilkins Avenue, Rockville, MD 20852. UPS and FedEx deliveries are automatically re-directed to this screening facility. ALL PACKAGES MUST GO THROUGH THE SCREENING PROCESS.
All packages must be marked as follows:

Include the Sealed Package Proposal Cover Sheet on the outside the package.
Please allow ample time as proposals cannot be accepted until they have gone thru Security at Wilkins Avenue. We will not be held responsible for any delays that may be incurred getting your proposal thru Security.
SAMHSA will not accept deliveries at the main entrance on Fishers Lane.
SEALED PROPOSALS MUST go thru the Wilkins Avenue Screening Facility we suggest you get your proposals there before 1pm on May 14, 2024. Please note the TIME – 1 PM – this is to allow time to get screened thru the Wilkins Avenue facility and arrive to DCM by 3pm.
This SEALED PROPOSAL must be received on May 14, 2024 in the SAMHSA DCM office by 3pm – getting to the Wilkins Screening Facility at 3pm - DOES NOT constitute SAMHSA receiving the package and therefore it will be considered LATE. Wilkins Screening Facility stamping your package with the date and time DOES NOT constitute SAMHSA receiving your package—this is just 1 step in the process of getting your package screened and to SAMHSA. The process is:
· Deliveries MUST first go to the 12225 Wilkins Avenue, Rockville, MD 20852 to be screened.
· From there then they are delivered to 5600 Fishers Lane mail room by staff at the Wilkins Facility.
· Then they are delivered from the mail room to DCM by PSC Staff.
PLEASE NOTE because of this process you should have your Sealed Proposal Packages to the Wilkins screening facility NO LATER THAN 1pm so that it can get to DCM by 3pm. IF it is not received by DCM by 3pm it will be considered LATE.
