RFP 277-24-0621 Questions and Answers

Question No. 1: Section H.14 (Personal Background Investigations) noted that there would be no on-site contractor employees anticipated for this opportunity. Just for clarification - fully remote companies are eligible to submit proposals for this RFP? Answer: Yes.

Question No. 2: Section L.3. of Technical Proposal Instructions indicates that the technical proposal must not exceed 60 pages in length, while Attachment 8, Section II Formatting and Page Limitations indicates that the total page count for the proposal shall not exceed 100 pages. Please clarify the proposal page count limit. Answer: Technical Proposal must not exceed 60 pages in length.

Attachment 8 will be revised.

Question No. 3: Could you please clarify if the offeror is required to propose other personnel in addition to the Contract Manager (Project Director), Science Expert, Policy Expert, IT Expert, and DFWP Plan Expert? Answer: It is up to the Offeror to determine and include in their proposal all personnel they feel are necessary to accomplish all of the work described in the Performance Work Statement (PWS). These technical positions/roles: Contract manager, Science Expert, Policy Expert, IT Expert, and DFWP plan expert, are listed as the Key technical positions/roles.

For these Key Personnel, proposals will be reviewed according to the Technical Evaluation Criteria.

Question No. 4: Could you clarify whether, along with submitting Attachments 11 and 12 (Client Letter and Contractor Performance Form) to the client, the offeror needs to provide a past performance narrative within the business volume? If yes, what are the page limitations? Answer: It is up to the Offeror to include and without page limitations.

Question No. 5: Could you please clarify if the disclosure of lobbying activities is required to be included in the business proposal? Answer: Yes.

Question No. 6: Section L.4.b of the RFP, states, "A cover sheet must be completed and submitted together with a detailed breakdown of estimated costs for each year." Is this referring to a cover letter or a cover title page, or will the government be providing a cover sheet to complete? Answer: The Government will not provide. The Offeror will create their own cover sheet.

Question No. 7: Could you clarify whether we need to submit Attachment 5: Sealed Proposal Cover Page & Instructions only if we propose subcontractors? Answer: A subcontractor may determine whether or not they wish to propose with a separate sealed bid along with the prime’s proposal.

Question No. 8: Under Section L.4.a of this RFP, it states, "The Information Technology (IT) Plan (reference General Requirements, SECTION J, ATTACHMENT 1b) is submitted as part of the business proposal.". Could you please clarify what information is required and what section needs to be filled out and submitted as part of the business proposal? Answer: See Attachment 14, IT Worksheets.

Question No. 9: As a woman owned small business but not certified, am I eligible to bid for this solicitation? Answer: In order to be eligible to bid you must meet the following criteria:

1. Be registered in the System for Award Management (SAM); and

2. Be designated as a certified EDWOSB or WOSB concern in SAM (see 19.1505(d) for set aside procedures). Pending applications for certification are only in the Dynamic Small Business Search (DSBS) at https://web.sba.gov/pro-net/search/dsp_dsbs.cfm.

SAMHSA is utilizing the electronic Contract Proposal Submission system (eCPS) for proposal submissions under this requirement.

Attachment 8 - Packaging and Delivery of Proposals for Use with the electronic Contract Proposal Submission (eCPS) Website

I. PROPOSAL SUBMISSION

A. eCPS

1. Proposals must be submitted via the electronic Contract Proposal Submission (eCPS) website at https://ecps.nih.gov.

2. Proposals submitted by facsimile or e-mail will not be accepted.

3. Follow the “How to Submit an Electronic Proposal” instructions provided on the eCPS website at: https://ecps.nih.gov/home/howto. Please note that creating an account to submit may take up to three (3) business days. Please apply for a new account early to allow enough time for the registration process.

4. Offerors are solely responsible for submitting proposals and any modifications or revisions so as to reach the Government office designated above by the date and time specified in the solicitation. If your proposal is not received by the date and time specified in the solicitation, it will be considered a “late proposal,” in accordance with FAR Clause 52.215-1 Instructions to Offerors – Competitive Acquisition.

B. Creating and Naming Files:

1. Create one PDF file of your Technical Proposal, including all attachments. The

Technical Proposal should be created in a PDF format that enables word searches to the maximum extent practicable. Forms and/or documents requiring signature(s) may be scanned, but must be merged into the Technical Proposal PDF file.

2. Create one PDF file of your Business Proposal, including all attachments:

The Business Proposal should be created in a PDF format that enables word searches to the maximum extent practicable. Forms and/or documents requiring signature(s) may be scanned, but must be merged into the Business Proposal PDF file. Additionally, detailed budget spreadsheets prepared in accordance with the RFP instructions and Attachment 14, as well as any other spreadsheets required by the RFP must be included in the Business Proposal.

3. Create your Business Document Excel. The Excel files included in the Business Proposal must also be uploaded in its original Excel format, not PDF. Multiple Excel files may be included, as necessary.

4. Each of the proposals, Technical and Business, must be separate and complete in itself.

Do not reference one proposal in another.

5. File naming convention: It is requested that the filenames for your Technical Proposal, Business Proposal, and Excel Workbook include the name of the offeror, the solicitation number and the type of proposal (i.e., Technical, Business, or Excel Workbook).

II. FORMATTING AND PAGE LIMITATIONS:

A. Formatting for proposals

1. Proposals shall not include links to internet web site addresses (URLs) or otherwise direct readers to alternate sources of information.

2. Font size must be NO smaller than the size of Times Roman 12pt for the Technical Proposal and NO smaller than the size of Times Roman 8pt for Exhibits and Graphics but the offeror can utilize any legible font style.

3. Spacing should be no more than 15 characters per inch. Within a vertical inch, there must be no more than six lines of text.

4. Margins must be at least .75 (3/4 inch) on all sides.

5. Failure to adhere to the formatting requirements above may impact whether your proposal is reviewed in its entirety.

6. OFFERORS SHOULD NOT HAVE ANY LANDSCAPE PAGES in their

TECHNICAL PROPOSAL SUBMISSION – THE SYSTEM WILL CHANGE the page to portrait and cut information. If information is cut off the page, the Reviewers will not be able to adequately review the page. Please make sure all pages are portrait.

B. Page limitations:

1. The total page count of the Technical proposal shall not exceed 60 pages.

2. Total page count does not include: Title and Back Page; Table of Contents; and Section

Dividers that do not contain information other than title of Section. CVs shall not exceed 2 pages.

3. Pages in excess of this limitation will be removed from the proposal and will not be considered.
