About this file
This Quality Assurance Surveillance Plan (QASP) outlines the performance standards and quality assurance methods for a cost reimbursement contract to provide support services for the Secretary of Health and Human Services Report to Congress on Preventing Underage Drinking (STOP Act). The contractor will be responsible for nine tasks including contract management, reporting, developing and maintaining a web-based questionnaire, organizing meetings and workshops, and developing policy papers and transition plans. Performance will be monitored through reviews of deliverables, budgets, invoices, customer feedback, and reports. Standards specify acceptable timeliness, accuracy, responsiveness, and customer satisfaction levels. Failure to meet these could result in payment suspensions or contract non-renewals.
The related federal contract opportunity notice seeks proposals for the one-year base contract with four option years to provide the services outlined in the QASP. Proposals are due by March 25, 2020 with award expected around February 25, 2020. The contract will be set aside for small businesses and issued by the Substance Abuse and Mental Health Services Administration to support their efforts under the STOP Act and the Interagency Coordinating Committee on the Prevention of Underage Drinking.
