About this file

This document comprises a Standard Form 30 Amendment to Solicitation/Modification of Contract and an accompanying Questions & Answers clarification document for a grounds and landscape maintenance contract.

The amendment, issued August 4, 2026, updates RFQ 273FCC26Q0008 issued by the Federal Communications Commission (45 L Street NE, Washington, DC 20554). The primary changes include: extension of the quotation due date from August 6, 2026 at 12:00 PM ET to August 7, 2026 at 5:00 PM ET; addition of a revision date of August 4, 2026; provision of a corrected pricing sheet with revised formulas and properly labeled option periods (Base Period through Option Period 4, with correct grand-total formulas encompassing all five performance periods); and minor administrative clarifications regarding submission instructions, formatting, and snow/ice removal language. No changes are made to technical requirements, performance standards, evaluation factors, or submission structure (Part 1–Licensing, Part 2–Technical Narrative, Part 3–Past Performance, Part 4–Price). The amended RFQ supersedes the previous version in full, and offerors must acknowledge receipt of Amendment 0001 with their quotations.

The Questions & Answers document addresses vendor inquiries regarding pricing sheet corrections, scope clarifications on weed removal and mulch services, snow and ice removal thresholds and billing procedures, optional task pricing, licensing requirements, and submission format flexibility. Key clarifications include: only two leaf removal events are required annually; snow removal obligations cover a 20-inch seasonal cumulative threshold with additional work billed at prevailing wage; ice-only events and precipitation types count toward the threshold; blizzard conditions (16+ inches) and optional tasks are billed at prevailing wage; only Maryland Department of Agriculture pesticide applicator/business license documentation is required for Factor 1 evaluation (may be held by subcontractor); and quotations may be submitted as four separate PDFs or one combined PDF. The current incumbent contractor is New Image Landscaping, Inc (Contract 273FCC21P0069).

1. Summary of Changes

A. Updated Quote Due Date

Original: August 6, 2026 at 12:00 PM ET

Updated: August 7, 2026 at 5:00 PM

The quotation submission deadline is hereby formally changed.

B. Revision Date Added

The revised RFQ now includes a Revision Date: August 4, 2026.

The original RFQ contained no revision date.

C. Pricing Sheet Corrections

The Government provided a revised pricing sheet with corrected formulas and properly labeled option periods.

No change to pricing methodology — only formula and labeling corrections.

D. Administrative Clarifications

These clarifications reflect updates in the revised RFQ:

• Submission instructions now match the new due date.

• Minor editorial and formatting corrections improve clarity and alignment.

• Tables and section headers are standardized.

• Snow/ice removal language is formatted cleanly.

These are non-substantive changes.

E. Incorporated Q&A Clarifications (Informational Only)

The FCC responded to vendor RFIs (Questions & Answers). The following clarifications have been addressed separately in the RFI document, but do not modify the solicitation:

• Weed removal and mulch scope clarification per PWS §9.5.

• Snow threshold vs. number of snow occurrences clarification per PWS §10.1.

• Billing procedures after 20-inch threshold clarified.

• Licensing requirements under Factor 1 confirmed: Only MDA license required; may be held by subcontractor.

2 | P a g e

• Optional task pricing clarified per PWS §11 (revised).

These answers clarify the existing scope — they do not amend it.

3. No Changes to Requirements

This amendment confirms that the following remain unchanged:

• All technical and performance requirements in the PWS

• Mowing and snow removal schedules

• Emergency response standards

• Licensing/certification requirements (Factor 1)

• Evaluation factors and their weighting

• Submission structure:

o Part 1 – Licensing o Part 2 – Technical Narrative o Part 3 – Past Performance o Part 4 – Price

4. Updated RFQ Document

The amended RFQ (Draft dated August 4, 2026) supersedes the previous version in full.

Offerors must prepare quotations using the updated RFQ and revised pricing sheet.

5. Acknowledgment

Offerors must acknowledge receipt of Amendment 0001 with their quotation.

Questions & Answers – Amendment 0001

August 4, 2026

Vendor 1

1. The final pricing columns on the Scheduled Services sheet are labeled “Option Period 3.”

Should the final columns be labeled “Option Period 4”?The “TOTAL PRICE” formula on the Scheduled Services sheet appears to add only the base period, Option Period 1, and Option Period 2. It does not appear to include Option Periods 3 and 4. Will the Government provide a corrected formula, or should quoters manually revise the formula to include all five performance periods?

Revised pricing sheet attached with correct formulas and all options periods.

2. Two scheduled line items are both titled “Mulch Hardscape, Walkways, and Asphalt Weeding,” with one having a quantity of one and the other having a quantity of two.

Please clarify the specific scope associated with each line item.

Per section 9.5 of the PWS, remove weeds from the mulch beds as shown in Technical Exhibit 4 and around the FCC Farmhouse once per mowing season. Remove all weeds from asphalt and sidewalks, along with the gravel areas of the Antenna field (see Technical Exhibit 1), twice per mowing season.

3. The PWS states that the contractor is responsible for snow and ice removal through a cumulative seasonal snowfall total of 20 inches. Please clarify how the estimated quantity of six scheduled snow occurrences relates to the 20-inch seasonal threshold.

Per section 10.1 of the PWS, the contractor is responsible for all snow and ice removal up to a cumulative seasonal total of 20 inches. If the seasonal total is exceeded, the contractor may bill the Government at the prevailing wage if the requirements defined in 10.1 (revised) have been met. The six snow occurrences are based on historical trends and do not directly correspond to total accumulation.

2 | P a g e

4. If more than six snow or ice events occur before the cumulative snowfall exceeds 20 inches, are the additional events included in the scheduled annual price without additional compensation?

No additional compensation is provided if more than six snow or ice events occur and the total cumulative snowfall does not exceed 20 inches.

5. Please clarify whether ice-only events, freezing rain, sleet, refreeze treatments, and pretreatment applications count against the 20-inch seasonal snowfall threshold.

Accumulation of any type may be measured towards the 20-inch seasonal threshold provided the reporting meets the requirements in section 10.1 (revised) of the PWS.

6. For work performed after the 20-inch threshold is reached, should the contractor bill each individual site component separately using the Unscheduled Services rates for the driveway, Farmhouse Lane, Laboratory parking lot, Public Safety parking, and HFDF Center?

Work performed after the 20-inch threshold shall be billed at the prevailing wage in a single invoice after each event with details of the work performed outlined in that invoice.

7. When snow continues over an extended period, does the Government require continuous plowing during the storm, or may the contractor perform periodic passes sufficient to maintain the required access and final cleared condition?

The contractor may perform periodic passes sufficient to maintain the required access provided the sidewalks and walkways remain slip free and safe.

3 | P a g e

8. PWS Section 11 references blizzard conditions of 16 inches or more. Please clarify how blizzard services will be priced and invoiced and whether the contractor should use the listed hourly labor rates, site-specific snow rates, or a separately negotiated firm-fixed price.

Per section 11 of the PWS (revised), work performed in response to blizzard conditions shall be billed at the prevailing wage.

9. Please confirm that Part 1, Part 2, Part 3, and Part 4 may be submitted as four separate PDF files rather than as one combined PDF.

It can be submitted as four separate PDF or one combined PDF.

Vendor 2

1. Specific Landscaping Tasks and Requirements, Section 9.10, Leaf Removal, page 10;

The RFQ does not indicate a number of Leaf Removal services only during fall and spring seasons, this is for 2 Leaf Removals?

Two leaf removal events are adequate as long as the later one is performed after most leaves have fallen.

2. Specific Snow and Ice Removal Requirements and Task(s), Section 10.1, page 10, Seasonal Snowfall Measurements and Additional Billing; the RFQ mentions pricing 20 inches of snow per year at lump sum rates and that contractor will bill for snowfall in excess of 20 inches at pre-defined rates established in the contract but the Excel bid sheet does not provide a price schedule to provide these pre-defined rates. A possible solution would be to divide the 20 inch total by the lump sum bid price to establish a per inch price for accumulations greater than 20 inches.

Work performed after the 20-inch threshold shall be billed at the prevailing.

3. Specific Snow and Ice Removal Requirements and Task(s), 10.9 Miscellaneous, page 12, the RFQ mentions Contractor may be recalled to clear short distances of roads due to drifting. Drifting snow is considered an act of weather/nature and is additional work to the established 20" lump sum price as stated on the third bullet item on page 11 'Seasonal snowfall accumulation measurements must represent

4 | P a g e actual fallen snow and exclude drifting or blowing snow after the initial event.' There is no mention of additional cost for this request service in the Excel bid outline.

The contract shall factor the cost of occasionally being recalled to clear short sections of the road due snow drifts in accordance with PWS section 10.9 into the base cost of the snow removal and not include that as part of the 20-inch seasonal threshold.

4. Optional Task(s), section 11, page 12; the Excel bid outline does not provide for pricing for the individual Optional Task(s).

Optional Tasks will be priced in accordance with PWS section 11 (revised).

5. Unscheduled Maintenance/Special Event, Section 11.1, page 13; the Excel bid outline does not provide price schedules for tree and growth removal from the fence line.

Optional Tasks will be priced in accordance with PWS section 11 (revised).

6. Emergency "On-Call" Snow and Ice Removal, Section 11.2, page 13, the Excel bid outline does not provide price schedules for this request service.

Optional Tasks will be priced in accordance with PWS section 11 (revised).

7. Other Emergency Snow and Ice Removal, Section 11.3, page 13, the Excel bid outline does not provide price schedules for this service.

Optional Tasks will be priced in accordance with PWS section 11 (revised).

8. Blizzard Conditions, Section 11.4, page 14; the work description should state that pricing during Blizzard Conditions is determinant on 'Prevailing Rates being demanded at time rental equipment and subcontracted operators are required' and the Excel bid outline should indicate something similar.

Optional Tasks will be priced in accordance with PWS section 11 (revised).

Vendor 3

One question from my original message is still open, and I want to be certain my quotation is complete under Section 6.3:

Beyond the MDA Pesticide Applicator/Business license and certifications, are any other licenses

5 | P a g e or certifications required to be included with the quote to satisfy Factor 1? Specifically:

(a) Does the snow and ice removal scope carry any separate licensing or certification requirement?

(b) Is a Howard County business license or registration required — of the prime quoter, of the performing subcontractor, or of neither?

(c) Does a Maryland State business license satisfy the "State of Maryland" element of that requirement, or is something else expected?

If the MDA license and certifications are the only documentation required for Factor 1, simply confirming that is all I need.

Per section 4.2 of the PWS, the contractor shall be responsible for obtaining all necessary licenses and permits. However, only documentation of the Maryland Department of Agriculture (MDA) license is required for Factor 1.

Vendor 4

1. We would appreciate clarification regarding the licensing and certification requirement under Section 5.3, Factor 1. The solicitation requires offerors to provide copies of the applicable Maryland Department of Agriculture Pesticide Applicator/Business license and certifications for the herbicide applications authorized in the PWS.

2. Would this requirement be considered satisfied if the herbicide application work is performed by a qualified subcontractor that holds all required MDA licenses and certifications, with copies of those credentials included in the quotation?

Yes. The required licenses and certifications may be held by a sub-contractor and submitted as part of the quotation.

3. Please also confirm whether the licensed subcontractor must be identified and committed at the time of quotation submission.

The license will be reviewed as part of the selection criteria and must be submitted as part of the quotation.

6 | P a g e

Vendor 5

1. Cornerstone is a small-business prime contractor that performs its grounds and snow/ice work through subcontractors. Where the work will be performed by a subcontractor that holds a current Maryland Department of Agriculture (MDA) Pesticide Applicator/Business license covering the categories applicable to the herbicide applications in the PWS, will providing that subcontractor's MDA license and certifications satisfy the Factor 1 Pass/Fail requirement?

Yes, providing the sub-contractors license will satisfy the requirement.

2. Aside from the MDA Pesticide Applicator/Business license, are there any licenses, registrations, or certifications that the FCC requires the prime contractor itself to hold (for example, a Maryland or Howard County business/contractor registration), independent of those held by the performing subcontractor?

Per section 4.2 of the PWS, the contractor shall be responsible for obtaining all necessary licenses and permits. However, only documentation of the Maryland Department of Agriculture (MDA) license is required for Factor 1. These requirements may be meet by the prime or one of their sub-contractors.

3. In the "Scheduled Serv" worksheet of Attachment 2, the period of performance is shown as 09/01/2026–08/31/2029 and the grand-total formula sums only three of the five period columns (Base plus Options 1 and 2). Please confirm the total evaluated price should reflect all five periods (Base plus four option years, through 08/31/2031), and advise how the total should be presented if the provided formula is not corrected.

Revised pricing sheet attached with correct formulas and all options periods.

Vendor 6

1. Could you please let me know if there is an incumbent contractor currently performing these services? If so, would you be able to provide the incumbent contractor's name and the current contract value, if that information is available?

Current incumbent: New Image Landscaping, Inc

Contract number: 273FCC21P0069
