FCC Drive Testing PWS - Exhibit 2
RF Scanner Technical Compliance Certification
The FCC requires an RF Scanner that meets the technical requirements defined in the Technical
Compliance Matrix below. The FCC has provided an example scanner that meets FCC requirements;
however, the Offeror may propose use of an alternative make and model for the scanner if the proposed alternative scanner is a device of equal capability meeting all the salient technical requirements outlined below. Refer to FAR 52.211-6 – Brand Name or Equal for additional information.
As part of its technical response, the Offeror shall complete the Technical Compliance Matrix Below and either certify that they intend to use the brand name scanner specified or provide the details of an alternative scanner that is equal to the brand-name product specified. Offerors proposing an alternative scanner must provide, as part of their response: (a) product, catalog, model, and/or part number(s); (b) product description; (c) all relevant information and technical documentation required to substantiate that the item(s) offered meets the salient technical, functional, and performance characteristics as specified in the table below.

Required Salient Characteristics
Offeror’s proposed scanner must meet the following requirements
• Must support capture of GPS information along the drive route.
• Must support automatic channel detection.
• Must support 3G, 4G LTE and 5G NR measurements.
• Must Support FR1 and FR2 frequency range as defined by 3GPP for the US.
• Automated data collection that requires little or no user interaction.
• Must support simultaneous measurements in multiple radio access technologies and multiple frequency bands. Frequency

OFFERED SPECIFICATIONS
To be completed by offeror to confirm specifications of alternative Scanner meet stated requirements scanning and measurement function for 3GPP based RAN technologies.
• Programmable call and data session manual and automatic scanning should be available.
• RF scanner must be portable and self-contained.
• Automatic upload of test data to a remote server.
• Post processing tool must support analysis of data on map-based view.
• Post Processing tool should provide graphical and tabular reports for various metrics of UMTS/LTE/5G related performance of the network (e.g., Provider, Time stamp, Latitude, Longitude, Technology, Frequency, RSRP, RSRQ, CQI, SINR, Cell ID, PCI, Bandwidth, Carrier aggregation, MIMO rank)
• Post-processing software tool must work on normal windows-based PC or web-based interface.
• System must support export of Microsoft Excel, maps, and PDF based reports.
