FCC Drive Testing PWS - Exhibit 1

Labor Categories / Position Descriptions

The tables below provide position descriptions and qualifications for the labor categories expected to be required to perform the activities outlined in the PWS. For all position descriptions, “Minimum Years’ Experience” shall be experience working in the same role and function as described in the position description – general work experience or experience in another field shall not be counted in meeting the years’ experience criteria.

Drive Test

Technician

• A technician with expertise and experience in 3G, 4G LTE, and 5G-NR mobile network testing

• Responsible for supporting the planning of drive test projects by determining hardware and software requirements, installation of equipment, ensure radio frequency circuits and systems are functioning appropriately, and conducting statistical analysis

• Responsible for analyzing, processing, and uploading collected drive test data and producing a summary report providing key information and trends pertaining to data collected

• Responsible for post processing of cellular drive test data

• Monitors and performs quality control of collected drive test data proactively to ensure data is free of deficiencies

• Must be able to conduct drive testing per test plan and collect requested data using test tools

• Familiar with testing devices at both stationary locations and specific drive routes

• Responsible for ensuring hardware and software is functioning appropriately throughout the test to ensure data is being collected accurately (e.g., troubleshooting of equipment, ensuring tests are being conducted at the accurate frequency)

• Must be able to monitor and handle test configuration involving multiple devices/phones, scanner, antennas etc. among other RF equipment

• Must be able to read and follow maps using software such as Google Maps, or similar

Driver

• A driver responsible for operating the drive test vehicle

• Must be able to read and follow maps using software such as Google Maps, or similar

• Must have held a valid driver’s license continuously for at least 5 years and have a clean driving record

• Some experience performing drive tests is preferred but not required

• Must have familiarity with the FCC Drive Test Consumer Guide available at:

Drive Test

Planner/

Analyst

• A supporting technician or analyst providing planning and/or reporting support such as drive routes planning, or other related activities supporting the execution of the Drive Test

• Experience assisting the Drive Test Technician in planning of drive test projects, developing drive test budgets, acquiring and configuring equipment, devices and software, and/or post-processing and transfer/storage of field test data

• Support sourcing of all equipment, software, devices and data plans needed to perform drive tests
