Question 1: For the pricing sheet, there is only the option for Labor costs + equipment. What about logistical costs? Should that be included in labor costs or 100% stand alone?

I understand that for “travel” defined as beyond 50 miles, most of the travel costs will be quoted separately based on established Govt rates. However, for local testing, we also have logistical costs (vehicles, fuel, etc). Should that be included in the labor rate?

Answer 1: Labor rates are 100% standalone. Nothing other than fully burdened labor rates should be included in the hourly rates. “Logistical costs” incurred to conduct a drive test such as vehicle rentals, gas, tolls, etc. would be directly reimbursable under the travel CLIN just like airfare, hotels and other travel costs. Travel/logistical costs should not be included in the Sample Drive Test estimate as these costs are variable depending on the specific dates and locations of travel. However, once the IDIQ is awarded and the Contracting Officer issues a request for quote for a specific drive test, the vendor quote should include a complete breakdown of costs for the specific drive test, including all planned travel and logistical costs.
