Technology and Business Applications List

System
Description
508 Database
Database to track 508 compliance.
911 Certification System
Federal Communications Commission’s online system for filing 911 reliability certifications
Accessibility Clearinghouse (ACH)
The 21st Century Video and Accessibility Act, passed in 2010 mandates the FCC "establish a clearinghouse of information on the availability of accessible products and services and accessibility solutions required under sections 255, 716, and 718. Such information shall be made publicly available on the Commission's website and by other means and shall include an annually updated list of products and services with access features."

This System creates a useful, reliable, and reusable resource for individuals seeking accessible products and services and accessibility solutions to give them full access to our nation's communication revolution. Over the next few years we will be increasing the Clearinghouse's listings from a variety of sources.

Audit Tracking (USAC) Database
Contains audit findings and responses. The Audit Tracking (USAC) Database is used to track and report the audits on computer controls, auction information technology, wireless network controls, network infrastructure control, etc. The system is used to write recommendations on the results of the audits; this information is used by ITC and PERM; the Audit Tracking (USAC) Database contains good tracking data that supports FISMA reporting requirements. The FISMA findings are compared to the ITC and PERM findings.
Broadband Data Collection – Form 477
The Form 477 is a web interface that allows Broadband, Wired and Wireless local telephone, mobile telephony and interconnected VoIP providers to submit required filing data to the FCC.
Broadband Map
The database supports the Broadband initiative to assess the IT focus component of the nation’s ability to provide Broadband services throughout the United States utilizing current infrastructure and assess where improvements/investments are required to realize vision of Broadband availability for all. (This system is part of reboot.fcc.gov)
Broadcast Public Inspection Files (BPIF)
Replaced by OPIF. Expected to be decommissioned by 11/30/16.
Cable Operations and Licensing System (COALS)
The COALS system is an upgraded combination of the two older systems: the Cable Operational Processing System (COPS) and the Cable Television Relay Service (CARS). There are two parts to the COALS system: an internal system that is used by the Media Bureau (MB) staff for data entry and an external electronic filing system that is used by the public to file forms and applications electronically.

COALS provide for manual entry of data received in hard copy for the electronic submittal and processing of applications for, and modifications to, CARS licenses. CARS licenses authorize individuals and companies to use microwave towers and associated equipment to provide cable television content in areas where running cable wire would be impractical.

The associated web site allows the public to electronically complete and submit an FCC Form 327 (Application for CARS), Form 320 (Basic Signal Leakage Performance Report), Form 325 (Annual Report of Cable Television Systems), Form 322 (Cable Community Registration), Form 324 (Cable Ownership and Operational Status Change), and Form 321 (Aeronautical Frequency Notification). Online search options are available that allow applicants to check the status of CARS license application, perform call sign or community unit identity (CUID) searches of the COALS database, perform additional database searches, and view licenses, applications, and filings.

Internal users include industry analysts, technical communications assistants, engineers, management, enforcement engineers, analysts, and consumer information staff. The total number of internal users is 12 per day (maximum) and 7 per day (average). FCC bureaus and offices utilizing COALS include the MB, Enforcement Bureau (EB) and Office of Engineering and Technology (OET).

External users will include multi-channel video programming distributors (MVPDs) and eligible CARS licensees, including multi-channel multipoint distribution services and cable networks. External users also include research institutes, educational institutes, state and local governments, and the general public.

Cable Tracking System (CTS)
The Cable Tracking System (CTS) tracks the work of the CSB, excluding COALS. The system supports user input and queries and provides information management and reports for CSB staff and managers. It consists of the Informal Complaints System, New Rates Cable forms, and Administrative tracking modules. The system was built using PowerBuilder and is accessed through a desktop icon.
Canadian Co-channel Serial Coordination System (COSER)
The CoSER System allows for coordination between Industry Canada (IC) and the FCC during the establishment of broadcast/telecommunications facilities along a predefined area (Line C) of the United States/Canadian border, or technical changes to existing facilities that may cause harmful interference to existing stations along the Line C area.

The CoSER System is comprised of two subsystems - the Northbound and Southbound systems, which exchange data with IC in support of the CoChannel Serial Coordination Process.

Northbound CoSER requests originate from the FCC to notify IC of a new broadcast/telecommunications facility or of changes to an existing facility within the Line C area.

Southbound CoSER requests are received by the FCC from IC indicating a new broadcast/ telecommunications facility or changes to an existing facility within the Line C area.

Proposals regarding these facilities in the U.S. along the pre-defined geographical boundaries are entered by the responsible Bureau(s) within the Northbound module, collected overnight, and transmitted to IC via File Transfer Protocol (FTP). The files containing errors and responses from IC regarding previous proposal submissions are also processed within the module. These are then distributed to the respective submitting FCC Bureaus and the Universal Licensing System (ULS) for update. Likewise, the Southbound module receives proposals from IC and distributes them to the responsible Bureau(s) for their respective responses. These responses, when all Bureaus have responded, are rolled up by the International Bureau (IB), processed, and placed on the FTP site. Included in the CoSER System are a number of statistical reports processing options.

Accurate, up-to-date coordination information on these frequencies is critical to the success of FCC auctions. Auctions participants rely on this information when determining their bidding strategy. In addition, the FCC Auctions staff relies on the information contained in CoSER to conduct auctions.

Case Management System (CMS)
Investigative tracking system for legal cases, allegations and congressional inquiries.
CGB Project System
Tracks projects and assignments for each office within CGB
CGB Support: Records Recall
Contains information on all records transferred to the Washington National Records Center (WNRC) in Suitland, MD. This data is searchable by the file numbers with important information like the box number, accession number and WNRC storage location numbers in order to request records for the public. This data contains all records transferred to WNRC from 1986 to present. The public makes the request from the Reference Information Counter who in turn uses this system for obtaining the records for research to send a letter to WNRC for the public to visit for research purposes.
Chairman’s Lifecycle Agenda Tracking System (eCLAS)
Tracks and facilitates voting by the FCC Commissioners on proposed Commission decisions and other agenda items and provides a series of reports about the status of proposed or adopted decisions to the Chairman, Commissioners, Bureaus and Offices.
Commission Registration System (CORES)
The Commissions Registration System, also known as CORES, was first developed and implemented in 2000 to aid the Commissions compliance with the Debt Collection Improvement Act of 1996 (DCIA), which Congress enacted to address concerns that debts owed to the Federal Government were not properly being collected. FCC license holders and others doing business with the Commission use CORES to obtain an identifying number called a FCC Registration Number, or FRN, which is a ten-digit number; and each FRN is unique. The FRN allows registrants to submit or file applications with the Commission, as well as remit payments.

CORES was first implemented, in an effort to avoid the use of social security numbers in agency systems and programs and has since expanded the use of FRNs to other purposes beyond compliance with the DCIA. For example, they are now also used as identification for parties when bidding on spectrum auctions and conducting other transactions with the agency. Today, many Commission systems use FRNs to identify individuals and companies in their interactions with the Commission.

The Commission Registration System (CORES) interfaces directly with other FCC systems, and the FRNs are used for entities filing applications or making payments with the FCC. CORES assign a unique 10-digit FCC Registration # (FRN). Many other FCC systems use the CORES FRN and password to authenticate users.

The system enhancements for this project will allow for many to one FRN assignment, enabling tracking of licenses for parent companies.

Concordance (CONC)
Concordance e-discovery management software decreases the complexity of managing discovery and allows your team to search, review, organize, produce and share litigation documents scanned paper, email and other e-discovery generated during discovery.
Congressional Review Act (CRA)
Congressionally mandated in 1996 to submit all FCC final rules to congress for review or veto override. This database is active and used monthly.
Consolidated Data Base System (CDBS)
CDBS captures technical information relevant to Amplitude Modulation (AM), Frequency Modulation (FM), and television (TV) broadcast stations, and includes the former Broadcast Applications, Broadcast Equal Employment Opportunity (EEO) Database, AM Engineering Database, FM Engineering Database, TV Engineering Database, Allocations Database, Ownership Database, and Audio Services Tracking Database.

CDBS is a client-server license processing system that consolidates Broadcast Radio and Television application processing, engineering, EEO, ownership, and tracking data. The system supports electronic filing of bureau applications and forms for authorization of service in the AM, FM, FM Translators and Boosters, TV, DTV, Low Power TV, and TV Translator and Booster services. Public access to the system is available through the Internet.

In addition, the system includes FM and AM Engineering utilities originally were developed as part of Consolidated Licensing System (CLS).

Consumer Help Center
A modernized consumer complaint system to provide an easy and efficient experience for users to file complaints about communications services. The system enables the treatment of complaints in a timely, efficient, and effective way that leads with transparency.
Consumer Information Management System (CIMS)
CIMS tracks consumer inquiries and complaints. The Customer Information Management System (CIMS) is a consumer complaint system that provides imaging and workflow. It is a tool for managing inquiries and complaints from the public regarding situations the FCC oversees. The users of the CIMS application are Consumer Advocacy Mitigation Specialists (CAMS). Inputs to the CIMS system vary and include, but are not limited to phone calls received by the FCCs national call center, emails received by the Commission into designated complaint inboxes, faxes received into designated fax numbers, postal mail complaints which are scanned and imported into the CIMS application database as well as complaints from Internet forms 501 (slamming), 475 (general communications) and 475B (indecency). Phone complaints are entered by the. Slamming complaints are imported into CIMS.
Contractor Personnel Database
The system tracks active /inactive badge information for ALL staff at the Commission and other PII secured information. It is maintained off the Network, at present, to ensure vigilant security to Badging Information. Maintained by SOC.
Disaster Information Reporting System (DIRS)
The Disaster Information Reporting System (DIRS) is the Public Safety & Homeland Security Bureau's Internet-based software system for collecting information on the status of communications networks during major disasters. Wireline providers, wireless providers, broadcasters, and CATV system providers can use DIRS to report this information which is essential for governmental situation awareness during a major disaster. The FCC and DHS can view the information and use it to summarize network status.

When a major disaster occurs and data collection is deemed to be necessary by FCC/DHS, the FCC will notify companies that the government is requesting the companies to provide information on the status of their networks in the disaster area using DIRS. The companies will be asked to update the information in DIRS daily.

The appropriate prescreened employees at the FCC and DHS will be able to view the information in DIRS and export disaster reports for further analysis.

Domain Name
Per FCC rules, wireless carriers are required to register their Domain Names. FCC staff use this System to review/approve the submissions.
EAS Test Reporting System (ETRS)
This system was used to determine the results of the nationwide system alert national test that is conducted by FEMA. All broadcasters were required to report the status of whether they received the emergency alert or not, and whether the transmission to substations was successful. System includes a series of GIS maps.
Electioneering Communications Database (ECD)
In 2004, pursuant to the Bipartisan Campaign Reform Act of 2002 (BCRA), the Media Bureau designed and implemented a publicly available Internet based system that performs analysis of CDBS and cable and satellite subscriber data with respect to current Census Bureau population statistics for Congressional Districts and States and zip code data.
Electronic ARMIS Filing System (ARMIS) (EAFS)
Allows users to access a database containing financial and operational data of the nation's largest local exchange carriers who file this data in compliance with Part 43 of the Commission's Rules. The general public, members of the industry, and state regulatory agencies, among others, gain access to the ARMIS database via the Internet. The application allows for the uploading and processing of public and proprietary data.
Electronic Comment Filing System (ECFS)
The ECFS provides access to comments and comment indexing information filed in FCC rulemakings and docketed proceedings, via the Internet. Using ECFS, the public can view comments online or submit comments electronically using one of a variety of supported document formats (including scan in paper documents). ECFS includes data and images from 1992 onward.
Electronic Document Management System (EDOCS)
The Electronic Document Management System (EDOCS) Internet system designed to transmit documents from FCC Bureaus and Offices to the Office of Media Relations and the Secretary's Office for processing and release to the public; automates indexing and cataloging processes in the respective Offices and produces the Daily Digest in a variety of forms. EDOCS lets you search a database of Daily Digest entries for FCC documents posted to the FCC web site since March 1996. EDOCS displays information about documents in three formats: full record, and condensed record.
Electronic Strategic Analysis and Negotiations (IB-eSAND)
IB-eSAND provides contact information of the people in the international organizations that interact with the FCC. The organizations are classified by Regulators, Ministries, US Embassies and Foreign Embassies.
Electronic Tariff Filing System (ETFS)
The Electronic Tariff Filing System (ETFS) is an Internet-based system through which incumbent Local Exchange Carriers submit official tariffs and associated documents to the FCC in lieu of filing paper copies with the Secretary's Office.
Emergency Activity Tracking System (EATS)
The Emergency Activity Tracking System (EATS) tracks the flow of injects and tasks during a COOP (Continuality of Operations) exercise and/or live events. EATS was placed into production in February 2013.
Enforcement Bureau Tracking Activity (EBATS)
It is a database that includes complaints, initiatives and cases being worked by the Enforcement Bureau (EB). EBATS facilitates electronic delivery and metrics, along with enhanced work management, oversight, and workflow tools resulting in more efficient management of cases.
Enterprise Information Catalog (EIC)
The FCC Enterprise Information Catalog is a system allowing users of all types to quickly find relevant information about all the Systems in use at the FCC. It allows users to easily search for and discover numerous of different Systems, Data Models, and view statistics relevant to the systems within the FCC.
Equipment Authorization System (EAS)
Operational since April 1998. Addition of e-filing to accommodate Telecommunications Coordinating Bodies (TCB) became operational June 2000. Enhancement to allow accredited testing laboratories to certify radio frequency devices completed 2004. E-filing for grantee codes completed in 2004.

EAS is used to track, disseminate, and report the progress of applications for all equipment authorized under Parts 15 and 18 of FCC rules, and the rules that apply to licensed devices; it is also utilized to authorize devices as defined in FCC rules. Internal users generally include application processors (engineers, examiners, and technicians), management, enforcement engineers and analysts, and consumer information staff. These include the OET, Consumer and Governmental Affairs Bureau (CGB), Enforcement Bureau (EB), Mass Media Bureau (MMB), and Wireless Telecommunications Bureau (WTB). External users include the general public, equipment manufacturers, Telecommunication Certification Bodies (TCBs), educational institutions, various accrediting bodies, and testing laboratories prior to the introduction of equipment that uses the radio frequency (RF) spectrum into the marketplace. Electronic submittal may be done either by the applicant or the applicants representative, or by TCBs that are authorized to act on behalf of the Commission in issuing grants of equipment authorization.

There are several online search options available that allow applicants to check the status of an Application for Equipment Authorization, perform extensive searches of FCC authorized equipment, display a list of test firms that perform work for the general public, and search for a specific grantee.

Since June 2000, equipment manufacturers have had a choice of filing with the Commission or with a TCB for most types of equipment authorization. The Department of Commerce (DOC) National Institute of Standards and Technology (NIST) is responsible for accreditation of the TCBs in the United States.

Expanded Management Tracking System (E-MTS, EMTS)
The E-MTS is used by several Bureaus and Offices to track FCC activities or initiatives. These Bureaus and Offices use E-MTS to list and track their work product and generate status reports. The E-MTS database also serves as a repository for coordinating Bureau and Office-level and Commission-level matters with the eighth floor.

E-MTS replaced MTS. AITS merged into EMTS in 2009.

Experimental Licensing System (ELS)
ELS provides for electronic submittal and processing of applications for experimental license. Experimental licenses authorize experimentation with new techniques or new services that use the radio frequency (RF) spectrum. ELS was implemented and has been operational since November 1998.

ELS allows the public to electronically, complete and submit, an application for experimental license using FCC Form 405, 442, 702, 703 or a Special Temporary Authorization (STA). Online search options are available that allow applicants to check the status of an experimental license application, perform call sign searches of the experimental licensing database, perform additional database searches, and view experimental licenses and applications.

Extract Canada TV
The information provided by this System protects Canadian TV stations (serving locations wholly within Canada) from interference from unlicensed TV bands transmitting devices (TV white space devices). FCC publishes Industry Canada’s TV station engineering data for actual station operations on the FCC’s website daily. The information available through this System may not be reflected in internationally coordinated TV station agreements data in CDBS.
FCC University Learning Management System (FCC/LMS)
FCCU Online provides online registration and course management for FCC-sponsored courses; on-line request, approval, tracking, and documentation of external training (SF-182s); automatic email notifications about registration status; access to on-line business skills & IT training.
FCC.gov
The website for the Federal Communication Commission that provides information on the organization, all proceedings & actions, and news and events. It links business applications (i.e. ECFS, Consumer Help Center, ULS, etc.) that is used by internal and external stakeholders].
Federal Communications Commission Recreation (FCCRA)
FCCRA membership database. It is available to internal staff and used by current employees and retired FCC employees for discounts on recreational activities.
Federal Register Signature (FRS)
This System contains non-rulemaking documents that are applicable to the general public and named parties. These documents include notices of public meetings, hearings, investigations, grants and funding, environmental impact statements, information collections, statements of organization and functions, delegations, and other announcements of public interest.
Field Activity Case Tracking System (FACTS)
Replaced by EBATS. Used to track enforcement cases started by field agents. System consists of individual databases located on servers in each field office.
Form 333
The Annual Cable Rate Survey system was designed to respond to a Congressional mandate to track samplings of cable service rates within the US.
Forms Accounting (FORMS)
This database is used to track forms; to enable users to determine which forms are available and of those, which ones are most current.
FOSS: Fee Decision Tracking System (FeeD)
Tracks fee waiver decisions by the Financial Operations (FO) staff and the Office of General Counsel (OGC).
FOSS: Fee Filer System
Fee Filer enables the FCC customer to pay annual regulatory fees and various electronic application fees. For annual regulatory fees, the fees can be paid online or by printing and mailing the FCC Form 159 that Fee Filer automatically generates (via ROSIE).
FOSS: FO Admin
Internal system developed to access data from public facing systems (Fee Filer, ROSIE). Enables users to view regulatory fee data, view online payment data, and run batch integration processes.
FOSS: Form E-159/Remittance Over Secure Internet E-Commerce (ROSIE)
ROSIE and E-Form 159 are essentially two different pathways into one system. The actual system that uses inputted data is the ROSIE system, however E-Form 159 is the online version of the paper Form 159.
FOSS: Historical Collections (ITS)
The Collections system is a custom-built database application designed to store and display collections transactions relating to license management, fines, forfeitures, and auctions.
FOSS: Historical Loan System (HLS)
The Historical Loan System allows OMD staff to search historical records in and generate reports from the FCC loan database. OMD staff can search for non-financial loan information, such as an FCC customers' company name and address; as well as financial loan information, such as payment history, transaction history, statistics, and daily accruals.
FOSS: Red Light Display System (RLD)
This is a web-based system used by FCC staff and customers to check registrants for overdue payments. When a customer has a delinquent debt with the FCC, they are considered in Red Light status. Delinquent debt items prohibit a customer from receiving FCC benefits until they are resolved. If a FCC customer has delinquent debt items, the system indicates that they have a RED light status and all delinquent debt items are displayed. The absence of delinquent debt items results in a GREEN light status and enables the FCC customer to receive FCC benefits.
FOSS: RegFees ITSP
RegFees-ITSP assists WCB and OMD/FO by automatically calculating and preparing date to generate the ITSP Regulatory Fee Annual Bill using the USAC 499 dataset as the CORE data for determining the eligible revenue for the calculation. The calculation factor is determined annually by OMD and applied to all eligible revenue of Form 499 filers.
FOSS: Waiver Tracking System (WTS)
This system tracks the progress of all Fee Waiver requests received by FO from receipt to determination. This is part of the official file for a licensee.
Freedom of Information Act (FOIA)
This is a database of FIOA requests and responses. It contains a directory of the personnel at the FCC - used to locate employees within the agency.
General Menu Reports (GenMen)
The GENMEN application is a single front-end query system that allows users to access data from many of the FCC licensing databases using the same common interface.
General Support System (GSS)
Hardware, Software, Services and Infrastructure used to manage and run the Commission's Applications and Systems.
Genesis (CFSR)
Genesis is the core financial system that enables the Commission to manage its finance, accounting, and budget. Implemented in 2010. The core financial processes include: budget formulation and execution, payment management, receivables management, cost management, general ledger, and auction management.
GIS System
GIS System centralizes FCC’s GIS efforts into one system that is available via direct calls and APIs to public, internal users, and FCC Business Systems.
Human Resources Management System/Download (HRMS)
Human Resources Management System (HRMS) is used to track FCC personal information and actions. It combines many human resources functions, including benefits administration, payroll, personnel actions, eligibility to retire dates, award pen dates, and on/off boarding.
Import Declaration Evaluation and Analysis System (IDEAAS)
System is used in coordination with US Customs to process FCC form 744.
Integrated Library System (ILS)
An enterprise resource planning system for the FCC Library. The ILS is designed to coordinate and automate such library functions as the online catalog, the circulation system, the serials system, and cataloguing.
Integrated Spectrum Auction System (ISAS)
The Integrated Spectrum Auction System (ISAS) software was developed by the Federal Communications Commission to support the agency's spectrum auction program authorized by Congress though 1993 Omibus Budget Reconciliation Act. The software supports single round or multiple round auctions and combinatorial auctions.

Modules/sub-systems include: Form 175/177, Bidding, Post Auction, Auction Manager, and Auction Inbox.

International Bureau Filing System (IBFS)
IBFS is a consolidated censing system that tracks application processing in the International Bureau (IB). The internal portion of IBFS consists of 13 subsystems, representing the 13 major processing areas for the IB. The system allows for electronic filing of various applications and provides users with a variety of query and reporting options - to improve the speed and quality of service to applicants, researchers, and the general public.
Internet-based TRS Telephone Numbering system
Telecommunications Relay Service is a telephone service that allows persons with hearing or speech disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and the U.S. territories for local and/or long distance calls.
Investigations and Hearings Division SQL Import Database (CGB-IHD Import)
This system provides an interface to evaluate complaints referred from CGB to EB-IHD. Complaint data from CGB is maintained in this system and required data is exported into the IHD database for association with appropriate cases in the IHD database.
Invitation Application
This system tracks invitations sent to the public by Commission’s Senior Leadership.
Labor Relations System (LRS)
Tracks labor relations cases and their disposition for HR. The LR database tracks all the labor relations action items including: Assignment date, description of each assignment, action officer, due date, closed date (if closed). It also includes the following reports: open action items, open grievances, open information requests, suggestions, and closed. These reports are provided to management for weekly meetings.
Legal Case Management System (LCMS)
The Federal Communications Commission's Legal Case Management System (LCMS) is designed to provide a work flow and matter management solution for the Office of the General Counsel (OGC). LCMS assists supervisors, attorneys, and administrative assistants in sharing project and case information within OGC and facilitates the reporting of project status within OGC management and to others designated by the General Counsel via the Intranet.
Legislative Management Tracking System (LMTS)
The system is used to store, track, and respond to congressional correspondence.
License Management Systems (LM)
License and Management Systems (LM) is used for processing and management of various licensing processes, components, and forms
Markets Disputes Resolution Division Matters DB (MDRD Matters)
Replaced by EBATS. Used to track MDRD Matters within the Enforcement Bureau, Market Disputes Resolution Division
Markets Disputes Resolution Division Processing and Tracking System (MDRD-DB)
Replaced by EBATS. Used to track cases within EB's Marketing Disputes and Resolution Division (EB-MDRD) cases.
MB - EEO Database
It tracks EEO items related to FCC Business. MB licensees (TV/Radio/Cable licenses) must comply with EEO Rules and Regulations. MB Policy Division enforces those rules and tracks status using this database.
Network Outage Reporting System (NORS)
The Network Outage Reporting System (NORS) is the Public Safety & Homeland Security Bureau's Internet-based system for filing reports of telecommunication service disruptions pursuant to Part 4 of the FCCs rules. The system allows companies to file Notifications, Initial Reports and Final Reports.
Notice of Apparent Liability System (NALS)
Replaced by EBATS. Used to track the Notices of Apparent Liability that have been issued within the various offices within the EB and the field offices and the status of each NAL. It included activity pursued by the legal staff within the bureau and tracking of fines paid.
OET Frequency Assignment System (OFACS)
OFACS provides frequency coordination for the FCC and Non-government records and is used to submit, store, update, and exchange information with the NTIA and other participating agencies. Features include the capability to query/call up records, report on, and track the status of frequency assignment coordination. Capability to process Frequency Assignment Records (FAS) and related information processing capabilities including record management, processing and update utilities.

OFACS was developed to support the Federal Communications Commission (FCC) in fulfilling its responsibilities with respect to the National Telecommunications and Information Administration (NTIA) frequency assignment coordination process. It provides internal automation support to the OET Spectrum Coordination Branch (SCB) and it provides Web Services interfaces with FCC Licensing Bureau systems and NTIA coordination systems.

OET Knowledge Database and Inquiry Processing System (KDB)
The KDB is designed to provide the public a means to research answers to Equipment Authorization questions.
OET-69
OET 69 is in references to the FCC/OET Bulletin 69 released in 2004 that describes the proper way to implement the Longley-Rice methodology for evaluating TV coverage and interference. OET 69 documents the implementation of the methodology but the model is no longer in use as it has been replaced by OET’s TV Spectrum Model created for the Incentive Auction.
OIG Law Enforcement Database (OIGACC)
System helps create interoffice memos and personnel forms and track physical inventory.
Online Public Inspection Files (OPIF)
OPIF is an update to the Broadcast Public Inspection Files. This repository present user-friendly station profiles and public files consisting of information drawn from existing FCC systems and various documents added by individual stations.

Provides easy access to the broadcaster public inspection files by keeping it online and current which helps both the public and FCC.

OSP Library
The OSP Library currently stores documents that come from the personal archives of FCC analysts and from incoming emails. These documents include Wall Street analyst reports, industry association papers, OECD documents, academic papers, and any other miscellaneous research document that informs work here at the FCC.
Personnel Availability Management System (PAMS - FCC COOPDRP)
In accordance with Section 44 U.S.C. 3101 of the Privacy Act, PAMS is a personal information inventory that the FCC is compiling of its employees to have access to contact information in the case of an emergency. PAMS is an emergency system that will allow FCC management to assess staff safety and availability during a building or regional incident.

During a disruption in Government it allows staff, Contractors and their families to report status or request it via the web.

Personnel Case Adjudication Tracking System (PCATS)
Personnel Case Adjudications Tracking System enables FCC Security Operations Center (SOC) to generate security clearance adjudication paperwork collaboratively and using workflow.
Public Safety Support Center (PSSC)
Enables Public Safety Answering Points (PSAPs) and other Public Safety Entities to request support from the Public Safety and Homeland Security Bureau and notify FCC of problems or issues impacting the provision of emergency services.
Phonebook
System integrates personnel information across several systems in the Commission and publishes various phone directories for internal and external consumption.
Political Complaints
The Political Complaints Database is maintained to keep track of all written complaints or inquiries that are received by the political office with respect to the FCC's Rules. These rules include Sections 73.1212, 73.1940-1944, 76.5, 76.205-206, 76.1611, 76.1615, 76.1701, 76.1715, and 25.701.
Primary Contacts for Small Business (OCBO)
OCBO's Primary Contacts for Small Business database houses contact information for small business entities that receive copies of FCC documents of interest to small, minority and women-owned businesses in the telecommunications industry.

OIG Tracking system used to add information regarding inventory/personnel forms/send a memo. Holds data on big investigations.

Rural Call Completion

Special Access
The Special Access Data Collection Project focuses on a data collection and data analysis to help determine the state of competition in the Special Access market. If there is robust competition, FCC can determine what are the proper regulations needed based on the data, information, and documents acquired with this collection.

Study Area Boundary
The Study Area Boundary Collection system that focuses on data collection of area code/telephone landscaping for the purposes of the Connect America Fund (CAF). Each state currently regulates within their own domain, while the FCC regulates the interstate. The system accepts survey via a shape file to determine boundaries and if any overlapping exists.

Telecommunications Consumer Division (TCD) - Proprietary Network Information (CPNI)
System is used to manage Customer Proprietary Network Information reporting done by telecommunication companies.
Telecommunications Reporting Worksheet - Form 499
The Federal Communications Commission's rules state that al telecommunications carriers and interconnected voice over Internet Protocol (VoIP) providers in the United States will contribute on a competitively neutral basis to meet the costs of establishing numbering administration, and directs that contributions shall be calculated and paid in accordance with the Telecommunications Reporting Worksheet (FCC Form 499).
Transit Benefit and Parking (B&P, TB&P)
Records and tracks financial data, and reports on FCC allowances provided as benefits to FCC employees for public transit and parking. Users provide input and output to: 1) track and distribute metro checks and 2) collect checks and distribute parking permits. There are monthly summary reports on employee status as well as daily individual reports to verify the information collected.

A tool to identify spectrum in the TV bands that can be used for flexible uses including broadband by repacking the UHF and VHF stations and examining channel sharing and other scenarios. Replaces OET-69.
UCIS
The Undersea Cable Information System (UCIS) was set up by Communications Reliability (CCR) to collect information on the status of undersea cables. CCR monitors UCIS daily to assess activity on undersea cables.
Universal Licensing System (ULS)
The Universal Licensing System (ULS) is an interactive licensing database used to process applications and to grant licenses in wireless services. ULS enables participants to research applications, licenses and antenna structures. It provides weekly public notices, FCC rulemakings and a geographic information system (GIS).

It includes the following components: 700 MHz Guard Band, Antenna Structures Registrations, Hearing Aid Compatibility (HAC), License View system, Section 106, TCNS, ULS Legacy Sub-systems (Microwave, Coast & Ground, Land Mobile and ASR PowerBuilder/Sybase applications), and new Modernized components.

Urban Rate Survey
This application is used for conducting surveys of urban rates for fixed voice and fixed broadband residential services. FCC uses the results from the survey to implement universal service reforms adopted as part of the USF/ICC Transformation Order.
Video Programming Distributor Database (VPD)
The purpose of this Video Programming Distributor's registry is to gather your company's contact information for closed captioning complaints. Information entered in this registry will be posted on the FCC's website to assist consumers in reporting closed captioning problems or in filing complaints with Video Programming Distributors.
Violations Entry/Reporting
It is a reporting system used for Audit purposes. When FCC wants to Audit a filing they request for Samples and track all the violations related to it.
