Is this assuming we need to determine what hours to use when completing the pricing template for these CLINs?

The “Notes” section of Tab 2 states “The Vendor’s proposed total price for these CLINs shall be sum of the products of the vendor’s proposed hours and labor rates for each LCAT.”

Is the vendor supposed to enter one hour for each LCAT in the “Total Hours” column or is the Vendor expected to determine their own number of hours to use in the “Price Sheet – Detail” tab?

For the Program Manager key position, the RFP states, "Project Management Profession (PMP) required; Program Management Professional (PgMP) preferred."

However, the answer to question 121 states, "The Program Manager and Project Manager must have PMP and PgMP certifications. This does not prevent other certifications. There will be no replacement of the PMP and PgMP certifications."

Please confirm that the PgMP certification is preferred and not required.

RFP Page 10, Section L.4 VOLUME II: PRICE
Questions 35, 110, 120, 128, 130, 138, 143, and 144 indicate a common shared confusion in the offeror community. Unfortunately, the revision to the pricing sheet (Attachment A), while helpful, does not completely resolve the source of the confusion.

Since this is an IDIQ, it is unusual for an offeror to provide labor hours for task orders that do not exist yet.

Would the government please directly state whether it intends that the offerors should fill in the labor hours columns in the pricing submission (in the “Price Sheet - Detail” worksheet these are columns C, J, Q, X, and AE). If the answer is affirmative, please directly state if it intends for the offerors to distribute the NTE hours among the labor categories. In the absence of any task order information, please clarify what the government intends the offerors to use as the basis for that distribution.

The RFP states, Key Personnel are required for performance under this IDIQ contract. The Contractor shall designate “Key Personnel” for this IDIQ contract.

May Offerors submit multiple Key Personnel per Key Position? What is the maximum number of resumes that Offerors may submit for Key Personnel?

Offerors must submit one (1) key personnel resume for each requested key labor category position. There are two key labor category positions (Program Manager and Project Manager). Offerors must also submit one resume for each of the following three positions for evaluation purposes:

-Software Application Architect (Senior) -Software Application Developer (Senior) -Application Developer (Journeyman) Offerors may not submit multiple resumes for any particular position.

L.3 PROPOSAL DOCUMENTS (Amendment A01),

Instructions to Offerors. Amendment A01, Pg. 4-5 Will the individual page limits for Tabs 3a-3e be counted as part of the 25-page limit for Tab 3 (i.e. 25 total pages for Tab 3) or will the page limit for Tab 3 and 3a-3e be counted separately (i.e. 42 total pages for Tab 3)?

Will the Government please confirm Offerors are permitted to insert a Cross-Reference Compliance Matrix as front matter to their response? Such a matrix maps the Instructions (Section L), Evaluation (Section M), and Performance Work Statement (Section C) to the proposal outline.
In the Instructions to Offerors, Section L.3 PROPOSAL DOCUMENTS (Amendment A01), page 4, “Page counts do not apply to the cover page, cover letter, table of contents, list of exhibits, glossaries (incl. terms, abbreviations, acronyms), SF 1449, reps & certs and the pricing proposal. Be certain that any additional documents (beside those already required by the solicitation) be included in the appropriate Tab and do not cause the documents provided to exceed the page limit of the particular Tab.

Will the Government please provide insight into how the Corporate Experience response included in TAB 3 per L.3.1.3 is to be evaluated? There do not appear to be any evaluation criteria linked to that section.

In L.3.1.1 Management of Requirements Bullet 1, Offerors are instructed to “Describe the approach to identifying sufficient quantity of personnel needed and subsequent recruiting, hiring, screening, and retaining of qualified personnel.” In L.3.1.2.3 Staffing Plan and Approach Paragraph 1, the Government is asking for the same information.

The government is requesting respondents provide hours for multiple tasks as indicated in the pricing sheet (Attachment A). As there are no details necessary to develop a level of effort for each task area, we request that the government update Attachment A to include hours for evaluation purposes to permit equitable evaluation of price.

Exhibit 2 government indicates that ServiceNow is a primary enterprise application platform but in Q&A you specify that it is out of the scope of this effort. Clarification is required to prepare a response to the PWS.

The FCC opportunity website indicates that the Evaluation Criteria and Basis for Award is part of the documents amended under Amendment A01; however, the document in the amended section (with a date of August 6, 2020) is identical to the original document dated May 21, 2020 and does not contain any changes.

Will the Government confirm that the original evaluation criteria and basis for award document dated May 21, 2020 is the document offerors should use and that there is no amended document?

"Pricing Sheet - Detail" Tab Inconsistent Headers for Columns D, K, R, Y, and AF continue to cause confusion. Please clarify that these five columns should all have the same header.

Please clarify the FCC's intent for what information is to be bid in these columns. What base standard does the FCC want to bid in these columns, e.g. a Commercial ceiling rate or a GSA ceiling rate?

Please be specific in your response as the previous "The RFP, Instructions to Offerors, Evaluation Criteria and Basis for Award, and Attachment A documents have been revised" response did not resolve the issue.

Vendors are to propose ceiling rates in the Pricing Sheet, Average Rate tab. The rates on the “Pricing Sheet - Detail” Tab, shall not exceed those rates.

"Pricing Sheet - Detail" Tab With respect to columns C, J, Q, X, and AE ("Total hours"), it is still unclear what exactly the FCC wishes for the Offerors to bid. While the corresponding annual hours and dollars NTEs are understood, there does not appear to be sufficient enough details in the RFP documents to clearly define discrete work scope for each CLIN to enable the offerors to bid realistic hours under each CLIN.

Is the FCC simply looking for the offeror to propose a representative potential hours mix to indicate buying power of the NTEs, or does the FCC expect offerors to bid against the performance of discrete bounded work scope? Please clarify.

The RFP states "Program/Project Management shall include, at a minimum, planning, scheduling, resource management and associated costs, preparation of reports and other deliverables, establishing and maintaining records, and quality control. However, a proper Firm Fixed Price (FFP) cannot be bid for these services without knowing the quantity and nature of the projects and associated resources of future task orders to be performed.

Please clarify how the FCC expects the offeror to submit a FFP bid for the Program and Project Management Support CLIN without these details?

The RFP state "The Contractor shall provide Program/Project Management support for the development and implementation support. " However, per the Q&As delivered with Amendment 1 documents, there are currently no "Extreme Programming" projects, nor has any quantitative assessment of that future workload been provided.

Without knowing the quantity and nature of future Extreme Programming projects, how is the offeror to bid Firm Fixed Price Program and Project Support hours for the unknown work scope of an unknown quantity of Extreme Programming projects? Please clarify.

The Offeror should develop assumptions about the type and quantity of Task Orders that would be issued under this IDIQ. Can the Government clarify how the FCC intends to govern possible competing requirements for FCC resources when multiple XP projects are running under different task orders?
FCC will be responsible for managing internal resource constraints.

C.7 Extreme Programming Support
What has been the FCC’s experience with other Agile methodologies (e.g., Scrum or SAFe) in terms of efficient and effective software delivery, and how frequently does an abrupt reprioritization of projects occur, either driven by external factors or by resource availability?
FCC has experience using scrum, and SAFe methodologies with varying degrees of success.

Reprioritization based upon resource availability is possible, but not abrupt.

3 and L.3.1.3.2, pp 6-8

The text in L.3.1.3, subsection entitled “Management of Requirements,” and the text of L.3.1.3.2, Staffing Plan and Recruiting Approach, contain quite a bit of overlapping requirements. Please explain the differences in the information requested in the two sections.

Attachment B - Labor Category Descriptions
Upon review of the "minimum qualifications" information on the "LCAT Descriptions" tab, it is apparent that the minimum years experience between Journeyman and Senior levels is just 1 year with otherwise equivalent education levels. Application Developer is a good example where this observation is most-immediately apparent.

Is it the FCC's intent that the "Journeyman" level only be viable for 1 year since a Journeyman becomes Senior after just 1 year on contract under current specifications.

The LCAT levels will be determined at the time of the individual task order(s).

Several questions in Amendment 1 asked for clarification on key personnel (i.e., whether contingent hires with commitment letters could be used and requesting changes to key personnel at the IDIQ level). The government’s response “The RFP, Instructions to Offerors, Evaluation Criteria…have been revised” did not really answer those questions. Most companies (large or small) do not maintain this type of bench where highly skilled personnel are not currently assigned to a contract. This helps keep overhead costs low and passes savings on to the government. Could the government please provide its rationale for requiring only full time current employees as key personnel on an IDIQ contract (with no guaranteed workshare or TO awards)? At face value it appears to provide an advantage to current FCC developer contractors who have personnel performing in these roles. Furthermore, this requirement somewhat invalidates asking for the staffing and recruiting approach, which places value on “… the Offeror’s approach to addressing ramp-up (surge) and ramp-down (de-scope) requirements with short turn-around timelines.”
