The table (Table 1) on pg. 4 shows the Tab 4-page limit as “4” and that PPQs will not be included in the page count. Section L.3.5.3 states

Can the Government please clarify if the page limit in the table on pg. 4, Table 1, of “4” pages is limiting the entire Tab 4 to 4 pages (excluding PPQs), or did the Government intend the page limit to be 4 pages PER past performance reference, for a total of approximately 12 pages for all three past performance references satisfying L.3.5.1 and L.3.5.2?

10 L.3.5.1 With regards to the below section in the Instructions to Offerors document (page 7), does this apply if the offeror/bidder is a small business?
The Offeror shall include three (3) past performance references that have been performed within the last five (5) years of the proposal submission due date (both Government and non-government), and are relevant (in scope, complexity, and magnitude) to the PWS service areas.
“Relevant” contracts are defined as those contracts ongoing for at least two (2) years or either ongoing or completed within the last five (5) years that are similar in scope, magnitude, and complexity to the Application Development effort as described in the PWS and have an aggregate value equal to or greater than $10 million.

In section L.3.5.1 Past Performance References, It says the past performance requirement is an aggregate value equal to or greater than $10 million.
Question #1: As a Small 8(a) Business we provide the necessary experience and Past Performances required for this opportunity. We have three 8(a) prime contracts with a value of each $3,998,879.20, 3,999,999.99 and $3,997,743.66.
Question #2: With the average 8(a) contract award typically ranging from a tad bit shy of the $4 Million thresholds, we would like to request that you reconsider the past performance limit to now be 3.8-Million-dollar threshold?

This is an unrestricted acquisition. Please see SF- 1449, Block #10, under the updated beta.sam.gov site, Notice ID 273FCC20R0002, which would stand ready to compete for most or all task orders to be issued by the FCC pursuant to this multiple-award IDIQ contract. Other language in the RFP suggests that the FCC would welcome proposals from a smaller IT firm which would likely compete for only a fraction of the task orders to be issued, but which has the ability to provide excellent quality to the FCC in the services it performs (and which meets all of the mandatory technical and past performance requirements specified in the RFP).
Can the FCC clarify what it is looking for in a successful Offeror, particularly in an Offeror that is a bona fide Small Business Enterprise (SBE)? In particular, is there an expectation that all selected Contractors would be prepared to compete for most or all task orders, or is there an expectation that some selected Contractors (particularly SBEs) might only be ready to compete for a fraction of all task orders, those that come closest to the firms’ core competencies and those for which the Contractor feels confident that it could contribute superior value?
