About this file
This document is an Addendum (#5) for a Request for Proposal (RFP-2025-009) issued by Milwaukee County's Department of Administrative Services Procurement Division for Countywide Vending Services. The RFP was issued on June 30, 2025, with a closing date of August 15, 2025. The addendum provides a digest of questions and answers submitted during the procurement process, covering topics such as current pricing structures, credit card surcharges, and prior contract details.
The document reveals key pricing information for vending products, including current rates such as Soda at $2.10, Isotonics/Juice at $2.35, Energy Drinks at $3.35, Standard Snacks at $1.35, Standard Candy at $1.60, and Pastry at $1.85. A $0.10 credit card surcharge is applied to these prices. The county emphasizes maintaining competitive fairness by not disclosing details about the incumbent vendor, and notes that the current contract was an informal request-for-quote process that only serviced the Milwaukee County Sheriff's Office. The county recommends potential bidders review Section 4 and Appendix A of the RFP for comprehensive service and sales data from the past three years.

Tony MacLellan, Jul 02, 2025 4:29 PM CDT, Public - In Review
Tony MacLellan, Jul 02, 2025 4:34 PM CDT, Public - Answered
The current contract in place was solicited through an informal request-for-quote process and was intended to service only the Milwaukee County Sheriff's Office. The scope and request was not comparable to the current RFP and should not be used as a basis for crafting proposals in response to the current RFP's Scope of Work. However, the County has provided the pertinent information in the RFP, Section 4: Current Scope & Background and Appendix A: Service Locations and Sales Data. To maintain neutrality and ensure competitive fairness, the County does not provide the name or proposal information for incumbent vendors. Offerors may make Open Records Requests for this information, but the County does not guarantee such information will be released prior to the closure date of this RFP. The County recommends Offerors use the data provided as it is appropriate to form a complete picture of the current services and supplies sales data from the last three years.
#2 - Incumbent

#5 - Contract Signing Bonus
Vendor, Jul 09, 2025 6:39 AM CDT, Not Public - Pending
What was the contract Signing bonus paid by incumbent when the RFP was awarded to the vendor in previous release of this RFP?
Tony MacLellan, Jul 09, 2025 8:56 AM CDT, Public - Answered
To maintain neutrality and ensure competitive fairness, the County does not provide the proposal information for incumbent vendors. Furthermore, the prior contract was signed more than five (5) years ago and under vastly different local and global economic circumstances and covered only one location at signing. The County does not believe this information is relevant given the substantial change in circumstances since execution of the prior contract. Offerors may make Open Records Requests for this information, but the County does not guarantee such information will be released prior to the closure date of this RFP. The County recommends Offerors use the data provided as it is appropriate to form a complete picture of the current services and supplies sales data from the last three years. This data may be found in the RFP in Section 4: Current Scope & Background and Appendix A: Service Locations and Sales Data.
