About this file

This document is an Addendum #1 to Request for Proposal (RFP-2025-009) issued by the Milwaukee County Department of Administrative Services Procurement Division for Countywide Vending Services. The RFP was issued on June 30, 2025, with proposals due by August 8, 2025. This addendum provides updated guidance regarding Targeted Business Enterprise (TBE) participation, specifically modifying sections related to bonus points for TBE and diverse firm participation.

The key changes include eliminating a specific TBE participation goal while introducing a bonus point system: 100 bonus points for utilizing certified TBE firms or being a certified TBE firm, and 50 bonus points for utilizing diverse non-certified firms. Offerors can earn these points by clearly describing the commercially useful function of TBE partners, explaining how they support the scope of work, and demonstrating a commitment to equity. The addendum emphasizes that while there is no mandatory TBE participation requirement, firms are encouraged to include TBE and diverse businesses in their proposals. All offerors seeking bonus points must complete specific documentation, including the TBE-14 Form, and will be evaluated by the Director of Milwaukee County's Office of Economic Inclusion.

ADDENDUM #1

TBE GUIDANCE UPDATE

To all Interested Offerors:

Thank you for your continued interest in doing business with Milwaukee County. We appreciate your ongoing participation in the RFP process.

The Milwaukee County Office of Economic Inclusion has released new guidance regarding Targeted Business Enterprise participation bonus points. This guidance changes the requirements of RFP-2025-009 as follows:

Section 5.4: Targeted Business Enterprise Participation Bonus Points is stricken and replaced with the following:

There is no Targeted Business Enterprise (TBE) goal assigned to this RFP. However, Milwaukee County reserves the right to award one hundred (100) bonus points to Offerors who will utilize certified TBE firm(s) and fifty (50) bonus points to Offerors who will utilize diverse but non-certified firms.

Offerors who will utilize certified TBE partners and Offerors who are certified TBE firms are eligible to receive one hundred (100) bonus points. To receive the bonus points, the Offeror must:

• clearly describe in its Proposal and any submitted TBE forms the commercially useful function the proposed TBE firm(s) will perform;

• explain how the function fulfills a requirement of the Scope of Work or supports the Services proposed; and

• demonstrate that the function the TBE firm will perform will be required for the duration of the contract term (for this RFP, up to five years).

Offerors who will utilize diverse non-certified firms, or firms which are majority-owned, led, or substantially staffed by individuals from historically underrepresented or marginalized groups (e.g., women, people of color, LGBTQ+ individuals, people with disabilities, veterans) are eligible to receive fifty (50) bonus points for demonstrated commitment to equity, even if they do not have TBE certification. To receive the bonus points, Offerors must:

• Clearly document the ownership and leadership structure, including race/ethnicity/gender of key personnel.

• Demonstrate how these characteristics influence the firm’s decision-making, staffing, and service delivery.

• Describe how their diversity directly supports the equity and inclusion goals of Milwaukee County.

The Office of Economic Inclusion will evaluate and assign bonus points at its sole discretion, following the guidelines in this Section.

Section 7.1.10: TBE Information is stricken and replaced with the following:

Offerors who will utilize certified TBE partners and Offerors who are certified TBE firms and wish to receive bonus points must provide:

• A clear description of the commercially useful function the proposed TBE firm(s) will perform;

• An explanation of how the function fulfills a requirement of the Scope of Work or supports the

Services proposed,

• A statement affirming that function the TBE firm will perform will be required for the duration of the contract term (for this RFP, up to five years) and providing proof of the assertion, and

• Completed TBE forms appropriate to the proposed TBE partnership (see Exhibit E: Targeted Business

Enterprise Participation Forms).

Offerors who will utilize diverse non-certified partners and Offerors who are diverse non-certified firms and wish to receive bonus points must provide:

• Clear documentation of the ownership and leadership structure, including race/ethnicity/gender of key personnel.

• A brief explanation of how these characteristics influence the firm’s decision-making, staffing, and service delivery.

• A brief description of how the firm’s diversity directly supports the equity and inclusion goals of Milwaukee County.

Section 11.2.3: Providing Proof of TBE Participation is stricken and replaced with the following:

Offerors are encouraged to use good faith efforts to include Targeted Business Enterprise (TBE) participation in their Proposals.

There is no TBE goal assigned to RFP-2025-009. However, Offerors must submit the documentation requested in this Section to receive the bonus points described in Section 5.4: Targeted Business Enterprise Participation Bonus Points.

All Offerors seeking bonus points, including TBE-certified Self-Performing Primes, Offerors using diverse non-certified firms, and diverse non-certified Self-Performing Primes, must answer the applicable questions in Section 5.4 and complete the TBE-14 Form, provided in Exhibit E: Targeted Business Enterprise Participation Forms, and submit the completed form in Bonfire to receive bonus points.

The Director of Milwaukee County’s Office of Economic Inclusion (OEI) or his/her designee will be the sole judge of the suitability of the proposed participation and will assign points accordingly.

If awarded a contract with TBE participation, the successful Offeror must submit regular TBE participation reports through the County’s Diversity Management and Compliance System (B2Gnow).

For more information about the County’s Targeted Business Enterprise program and requirements, please review PROC-1. If Offerors have questions about the TBE participation requirement, they must ask their questions during the Question & Answer Period. Do not wait to ask about the TBE goal and how to achieve it!
