About this file

This document is a Request for Proposal (RFP) issued by the Milwaukee County Department of Administrative Services for Countywide Vending Services (RFP-2025-009). The solicitation seeks a comprehensive six-year contract for vending and unattended retail services across various County locations, including traditional vending machines and micro-market options. The RFP requires vendors to furnish, install, service, maintain, and operate vending equipment, with the contract contingent upon the awardee's performance quality. The proposal template outlines detailed requirements for vendors to address, covering areas such as qualifications, operational plans, equipment specifications, product offerings, customer service, personnel, reporting, and a commitment to racial equity.

The RFP emphasizes specific vendor requirements, including providing a 25-35% health options product mix, implementing cashless and ADA-compliant payment systems, and demonstrating sustainability initiatives. Vendors must provide comprehensive details on their operational approach, including transition plans, inventory management, maintenance procedures, marketing strategies, and technology capabilities. The document also requires vendors to address racial equity challenges and explain how their vending services can contribute to making Milwaukee the healthiest county in Wisconsin. While specific pricing is not detailed in this document, the RFP indicates that vendors must propose competitive pricing methodology that aligns with local market rates and encourages sales.
