About this file
This is a Justification for Restricting Competition form for a simplified acquisition under the threshold, submitted by the U.S. Department of State's Global Acquisitions office.
The U.S. Embassy-Panama is seeking to purchase 25 Apple iPhone 16 Pro Max cellular phones with 256GB storage capacity for the DOJ/DEA Panama City Country Office. The estimated total contract value is $37,448.75, with delivery required within 30 days and a one-year in-country warranty included. The acquisition is justified as a single-source, brand-name purchase under FAR 12.102(a), as the DEA has determined that only Apple iPhone models meet the strict security protocols and network architecture requirements necessary for overseas personnel to access sensitive Department of Justice and Department of State network applications. The specialized built-in security protocols within Apple's iOS architecture are mandatory for authorized access to these systems. The Contracting Officer has determined the anticipated cost to the government to be fair and reasonable.

The proposed acquisition of Apple iPhone 16 Pro Max devices is uniquely required due to the strict security protocols, network architecture, and operational safety needs of the Drug Enforcement Administration (DEA) Panama Country Office. All DEA employees are strictly required to use Apple iPhone models because of the specialized, built-in security protocols Apple implements within its iOS architecture. This high level of hardware and software security is mandatory to grant overseas personnel authorized access to sensitive Department of Justice (DOJ) and Department of State (DOS) network applications.
