The solicitation encompasses 24 line items and item groups of raw textile materials and related components, including twill cloth, duck houndstooth twill, jersey knit ribbing, sheeting, terry toweling, thermal blanket material, toweling, pillow cores, polyester batting, vinyl-coated materials, threads, woven elastic in multiple widths, T/C poplin fabric, denim fabric, fleece fabric, greige goods, tubular jersey knit undershirt materials in nine width variations, tubular jersey knit T-shirt materials in nine width variations, jersey knit ribbing, mesh material, and fleece blankets. The solicitation opened on April 28, 2026, and closed on May 19, 2026, with contractor questions due by May 12, 2026. All materials must meet specifications outlined in Exhibit A, and contractors must provide pricing for items with multiple variations where combined usage estimates are available but individual width usage is not tracked.

Pricing for specifically listed items shall remain firm and fixed for the initial three-year contract term. After the initial term, contractors may request annual price adjustments no earlier than thirty days prior to contract expiration, with adjustments based solely on the U.S. Bureau of Labor Statistics Producer Price Index (PPI) and capped at the lesser of the actual index percentage change or four percent per twelve-month period. For items not specifically listed in the price schedule, contractors shall provide a single percentage discount applied to their standard pricing. The DAS Procurement office reserves the sole right to approve, negotiate, or reject price adjustment requests. Delivery terms are established as Free On Board Destination with contractor-specified payment terms. Award will be made to the lowest responsible qualified respondent based on pricing, conformity to specifications, past performance, financial responsibility, and delivery terms in descending order of relative importance, with DAS retaining the right to award by individual item, group of items, or all items.
