About this file
This addendum provides clarifications and answers to vendor inquiries for Connecticut Department of Administrative Services solicitation 26PSX0082, issued on behalf of the Connecticut Department of Correction's Correctional Industries division for raw textile materials and related components. The solicitation opened on April 28, 2026, at 2:00 PM EDT and closes on May 19, 2026, at 2:00 PM EDT. Vendors may submit questions through May 8, 2026, at 12:00 PM EDT via the CTsource portal. This is a new solicitation with no prior contract to replace. The procurement encompasses raw textile materials in various colors, compositions, and specifications for manufacturing finished products within Correctional Industries. Award will be made to the lowest responsible qualified respondent based on pricing, conformity to specifications, past performance, financial responsibility, and delivery terms. DAS reserves the right to award by individual item, group of items, or all items as deemed appropriate.
Key clarifications in this addendum address vendor concerns regarding submission requirements and flexibility. Partial quotations are accepted, and vendors are not required to submit pricing for all products listed in Exhibit B, Price Schedule, allowing respondents to bid on only those items within their capabilities or market focus. All submissions must be made electronically through the CTsource platform, with a public online opening of pricing submissions occurring within twenty-four hours of the solicitation closing. Complete documentation detailing product specifications and quality levels is required, with responses lacking such documentation subject to rejection. Delivery terms are established as Free On Board Destination with vendor-specified payment terms. Respondents must provide three references from separate organizations and complete comprehensive questionnaires addressing company information, debarment status, criminal convictions, OSHA compliance, and campaign contribution certifications.
