The solicitation seeks vendors to provide services for DESE and other education-related agencies, including Early Education and Care, Children's Trust Fund, Board of Higher Education, and the Executive Office of Education. The contract will be divided into three categories: (1) Catering Services, (2) Conference Space, and (3) Overnight Accommodations, with vendors able to bid on one or multiple categories and serve one or more counties. The contract term is five years, expiring on June 30, 2030, with two potential 24-month renewals, and vendors must have a minimum of two years of experience to qualify.

Vendors must submit comprehensive documentation including a bid response form, county list, municipal health licenses, reference letters, menu information, diversity program plan, pricing details, and sample quotes. Pricing requirements include specifying administrative fees, gratuity options, function room fees, and potential additional services like A/V equipment and parking. The Commonwealth will not guarantee service purchases and agencies will be responsible for their own invoicing and purchase orders. Preferred vendors will offer multiple dietary options, allergen-friendly choices, strong Wi-Fi, multiple room configurations, and flexible catering capabilities. Mandatory submission of all required documents through the COMMBUYS website is required, with electronic responses not meeting all specifications risking disqualification.
