About this file

This is a California Darfur Contracting Act Certification form required for the State of California Department of Veterans Affairs, Veterans Services CCCVC solicitation 26HS0006 for fire protection system services involving sprinklers and hydrants. The form applies to companies that have conducted business activities or operations outside the United States within the previous three years. Bidders must certify their compliance status regarding international business activities to remain eligible to submit proposals. The solicitation is restricted to California certified Disabled Veteran Business Enterprise (DVBE) firms only, with detailed specifications provided in the Scope of Work documents (Exhibits A-D).

The certification form provides two compliance pathways for eligible bidders: Option 1 requires companies to certify under penalty of perjury that they are not scrutinized companies as defined under Public Contract Code Section 10476, or Option 2 allows scrutinized companies to proceed if they have obtained written permission from the California Department of General Services on a case-by-case basis. Companies without international business activities within the previous three years are not required to complete this certification. All questions regarding the solicitation must be submitted via email, and bidders should refer to the included timeline in the Solicitation for Quote Letter for submission deadlines and other critical dates.
