The solicitation encompasses fire alarm system maintenance and repair services across six buildings on the facility grounds, with Building A containing two Fire Alarm Control Panels and Buildings B through F each equipped with a Notifier system. The prime contractor must submit the bid directly, though voluntary subcontracting is permitted without requirement to meet subcontracting goals. The contract establishes a Parts and Materials allowance of $9,000, which covers materials costs only, with associated labor charged separately under specific task line items at rates provided in the contractor's rate sheet. Repair labor is charged at hourly rates corresponding to the appropriate task line item, and contractors may submit quotes for repair work exceeding the stated allowance to obtain contract manager approval before proceeding. The previous contract for this service was valued at $290,024.00, providing bidders with reference pricing for proposal preparation. IFB # 26BS0001 – Questions and Answers

Question #1:

There are five (5) buildings with three (3) pods. Each building has its own fire panel (5 total), correct?

Answer #1:

There are six (6) buildings on the grounds. Building A has two (2) Fire Alarm Control Panels (FACP). One at the Lobby Security Desk and the other inside Plant Operations. Buildings B through F have a Notifier.

Question #2:

Please clarify whether the bid must be submitted directly by the prime contractor, or if teaming with a certified Small Business is permitted in order to leverage CalVet small business participation benefits.

Answer #2:

The prime contractor must submit the bid. The prime may subcontract out a portion of the work voluntarily if they wish. It is not a requirement to subcontract out for this solicitation to meet any subcontracting goals.

Question #3:

Please clarify the Parts/Materials section of the solicitation. Specifically, is the $9,000 amount intended as a not-to-exceed (NTE) allowance for materials only, or does it include associated labor?

Answer #3:

Parts and Materials only. Associated labor is charged under the specific task, and its rate in the rate sheet that the vendor/firm puts in that document.

Question #4:

Additionally, please confirm the labor structure applicable to repairs involving materials. Should repair labor be included under the base maintenance scope, handled on a time-and-materials (T&M) basis, or performed subject to a separate not-to-exceed authorization?

Answer #4:

Labor is charged under the specific task, and its rate is in the rate sheet that the vendor/firm puts in that document.

Question #5:

If repairs are required beyond the stated allowance, please clarify the approval process and pricing mechanism (e.g., pre-approved quote, T&M with NTE cap, or separate work authorization).

IFB # 26BS0001 – Questions and Answers
