About this file

This is a Supplemental Information Letter issued by the City of Salem Department of Finance Services Contracts & Procurement regarding Bid No. 267011 for the design and installation of access controls, video monitoring, and security systems. The primary change communicated in this document is an extension of the bid closing date from April 14, 2026, at 2:30 p.m. local time to April 21, 2026, at 2:30 p.m. local time. The solicitation encompasses comprehensive physical security system infrastructure including video surveillance with management and recording capabilities, intrusion detection and prevention systems, physical access control management systems, Category 6A and fiber optic cabling, telecommunications equipment, grounding and bonding services, labor for site preparation through final completion, permits, inspections, system testing and certification, and three example projects for cost estimation purposes. The contract will commence July 1, 2026, and continue through June 30, 2027, with renewal options available for up to four additional one-year periods contingent upon satisfactory performance, budget approval, and mutual written consent. Sealed bids are to be submitted electronically via Equity Hub's Bid Locker.

Bidders must be licensed and bonded low-voltage contractors holding Lenel Value Added reseller status and Milestone Platinum Certified reseller certifications. Bid security equal to 10 percent of the maximum bid price is required in the form of a surety bond, irrevocable letter of credit, cashier's check, or certified check. The bid structure utilizes unit pricing for labor rates and specific equipment items. Pricing is subject to Oregon Revised Statutes prevailing wage requirements for Marion County Region 3, with rates established as of January 5, 2026, and amended February 18, 2026. Subcontractor, material, and equipment rental markups are each limited to 10 percent of costs. Monthly invoices will be submitted to the Contract Administrator with payment by the Finance Department within 30 days of certification. Price increases at contract renewal require documented justification and cannot exceed the wholesale price index for the region. The contract permits cooperative purchasing by other public agencies, the Urban Renewal Agency, and the Housing Authority of Salem through direct arrangements with the selected bidder. No specific set-aside designations for disadvantaged or minority-owned businesses are identified.
