About this file
This is a Supplemental Information Letter No. 1 issued by the City of Salem, Oregon's Department of Finance Services Contracts & Procurement Division in response to bidder inquiries regarding Bid No. 267006 for ceramic tile floor and wall cleaning services. The solicitation covers cleaning services at ten municipal facilities including City Hall, Main Library, Salem Police Station, Center 50+, Information Technology Building, CC Media, West Salem Library, Liberty Parkade, Chemeketa Parkade, Shop Building #24, Broadway Court, and Parkway 4th & 5th Floors, with individual location square footage ranging from 210 to 6,753 square feet. Electronic bids are due April 1, 2026, at 11:00 a.m. local time through Equity Hub's Bid Locker. The contract term runs from July 1, 2026, through June 30, 2027, with four optional one-year renewal periods subject to satisfactory performance and City approval. The contract operates as an Indefinite Delivery, Indefinite Quantity (IDIQ) agreement with multiple mobilizations to properties as needed upon order from the Contract Administrator.
The supplemental letter addresses eight key bidder questions, clarifying that pictures are not provided, sealing and waxing of grout and tile are not required, grout replacement is not required, and no bond requirements apply to the project. The facilities contain both epoxy-based and traditional sand/masonry grout types. References are not required for bidder consideration. Prices shall remain firm throughout the initial contract term except for decreases, with increases at renewal limited to documentation-supported amounts not exceeding the wholesale price index. Award will be made to the lowest responsive bidder based on total bid price. Qualified contractors must possess a minimum of eighteen months of experience as a licensed contractor, maintain commercial general liability and auto liability insurance with combined single limits of $2,000,000, and comply with all applicable Oregon state tax laws and federal civil rights requirements.
