About this file
This document is a Questions and Answers (Q&A) sheet for the FTQW 261303 A&E Eielson Bridge Inspection and Repair Study solicitation. The Q&A covers critical details about a bridge and culvert inspection project at Eielson Air Force Base in Alaska, addressing 17 specific inquiries from potential contractors. Key clarifications include: no as-built drawings are available, AutoCAD files are expected for schematic repair plans, most bridges are under 30ft long, and a State of Alaska licensed Civil or Structural Engineer is required on the team. The project involves inspecting 19 bridges and culverts, performing structural inventories, conducting load rating analyses, and developing repair recommendations.
The solicitation requires submission of an SF 330 (Architect-Engineer Qualification), Instructions to Offers, and Past Performance Questionnaire via email to specific Air Force contacts. The project is expected to start in summer 2026, with final deliverables due within 12 months of Notice to Proceed. While originally subject to FHWA inspection standards, Eielson AFB has assumed bridge inspection responsibility. Contractors must perform load rating analysis for all clear span structures and culverts over 3ft with vehicle traffic, and while underwater inspections are not formally mandated, thorough documentation of all structural components is expected.

FTQW 261303 – A&E Eielson Bridge Inspection and Repair Study – Request for Qualification Questions and Answers Sheet
Questions & Answers:
1. Are as-builts available for the bridges and culverts?
No as-builts are available for the bridges and culverts.
2. Are the completed inspections required to be inputted or uploaded into an already existing program (such as AK DOT requirements)?
There are no database upload requirements for this project. The deliverables will be provided directly to the Government.
3. Will the government confirm that there are no underwater inspections required?
Certain culverts and foot bridges may experience partial or complete submergence during the high-water season. Although formal underwater inspection methods are not mandated within the scope of work, we expect the contractor to employ all available means and methods to document the condition of all components and elements to ensure a thorough assessment.
4. Does Eielson AFB have specific CADD software requirements for the deliverables?
AutoCAD files are expected for schematic repair plans.
5. In respect to the SoW, should the 3rd bullet of the following say “within 28 calendar days after the review meeting” instead of NTP?
5.1 Government Review and Comment Resolution
• The Government will have a 28 calendar day review period for all draft deliverables.
• The Contractor shall provide a comment resolution matrix (CRM) tracking all Government comments, responses, and incorporated changes.
• Revised deliverables shall be submitted within 28 calendar days after receiving Government NTP.
NTP will be issued after the review meeting.
6. What are the approximate sizes (span length, width, height) of the nineteen (19) bridges/culverts identified in the Statement of Work?
An incomplete photo list is at the end of this document. Most bridges/culverts cross two-lane driveways or walkways, except Walbridge 3, which runs alongside the railroad used for fuel tank unloading. Most bridges are under 30ft long and 10ft tall.
7. What is the minimum span length to consider when identifying missing structures to be included?
Any unidentified bridge crossing a water body, or any culvert with a combined diameter greater than 3 feet and crosses a water body shall be identified.
8. Are “in-depth” inspections required on all structures or will most structures only require routine inspections? Please clarify if there is an expectation that this contract will require NSTM, complex, or underwater inspections.
Most structures have never been inspected and will require an initial inspection. See answer to question 3 regarding underwater inspections.
9. Is there an overall page count for the SF 330 Part I and II, including cover, cover letter, divider pages, etc.?
There is no strict page limit.
10. Is there a maximum number of resumes that can be included? Are any disciplines outside of Civil Engineer or Structural Engineer, Program Manager, and Cost Estimator desired within Section E (resumes)?
No additional disciplines are required outside the required team members.
11. For additional resources, may we include resumes in Section E for Civil and Structural Engineers who are not licensed within the State of Alaska?
Additional resumes can be provided, but it is required to have a Civil or Structural Engineer licensed within the State of Alaska.
12. May we include Past Performance evaluations (PPQ/CPAR) within an appendix? If not, which section in the SF 330 Part I would you like them to be included?
Yes, you may
13. Submitting as a mentor-protégé joint venture, would you like us to include a copy of our Joint Venture Agreement in an appendix?
Yes
14. Is there an expectation that any mechanical or electrical system inspections will be required as part of this contract?
No mechanical or electrical system inspections are required as part of this contract.
15. Will the consultant be expected to perform load rating analysis for all structures or only structures where conditions are found during inspection warrant updating existing load ratings?
Consultants must perform load rating analysis for all clear span structures and culverts over 3ft that have vehicle traffic.
16. What is the anticipated start day for this project?
The project is expected to start in the summer of 2026.
17. After reviewing the supporting documents, we noticed that the previous inspections were done in 8/23 which means that the required next date of inspection (DONI) would be 8/25. I see the original SOQ was canceled which would indicate that these bridges are no longer FHWA compliant for their inspection frequency. In light of this, what steps are being taken to address any potential non-compliance and bring the bridges back into accordance with FHWA standards?
Eielson AFB has assumed bridge inspection responsibility from the FHWA, so FHWA compliance is no longer mandated. However, Eielson AFB intends to maintain similar inspection intervals and procedures.
