About this file

This Statement of Work (SOW) details a comprehensive bridge inspection and study project for Eielson Air Force Base (AFB) in Alaska. The project requires a contractor to conduct NBIS-compliant inspections of 19 bridges and culverts, with 14 bridges currently identified across different jurisdictions (4 under Alaska Department of Transportation, 5 under Alyeska Pipeline, and 3 under Eielson AFB's direct control). The contractor will perform tasks including bridge inventory confirmation, on-site inspections, photographic documentation, structural assessments, repair recommendations, and schematic repair plan development.

Key deliverables include a structural inventory and in-depth inspection report for each bridge, draft repair options with cost estimates, a prioritized bridge condition matrix, and final schematic repair plans. The project has a 12-month performance period, with site visits planned during snow-free months (May-September), and requires adherence to standards such as NBIS, FHWA Bridge Inspector's Reference Manual, and AASHTO guidelines. The total scope encompasses validating bridge inventories, conducting detailed inspections, identifying potential hazards, and providing comprehensive repair recommendations for bridges at Eielson AFB.

Eielson Bridge Study & Inspection - Statement of Work (01 August 2025) Eielson AFB, Alaska

2 of 6 Controlled Unclassified Information (CUI)

1.0 INTRODUCTION

The project focuses on conducting a comprehensive base wide study and inspection of all bridges not currently inspected by third parties at Eielson Air Force Base (AFB), Alaska.

There are currently fourteen (14) identified bridges located at Eielson AFB (see Attachment 1). Currently four (4) bridges fall under the jurisdiction of the Alaska Department of Transportation (AKDOT), five (5) bridges fall under the jurisdiction of Alyeska Pipeline. Quarry Road bridge over French Creek (Road Bridge 1) and Eielson Pipeline Road bridge over French Creek (Trail Bridge 2) were previously inspected by the Federal Highway Administration (FHWA). Eielson AFB is now responsible for inspecting those two (2) bridges. In addition, three (3) bridges and fourteen (14) culverts are under Eielson AFB’s control but have not been previously inspected.

This Statement of Work (SOW) defines the requirements for inventorying, inspecting, and developing schematic repair plans and cost estimations for the nineteen (19) bridges/culverts. This list is not exhaustive; the Contractor must verify all bridges and culverts within the project scope and identify any missing structures that should be included. Unless otherwise specified, "bridge" in this scope refers to all bridges and culverts listed, as well as any additional bridges or culverts identified by the Contractor and confirmed by the Government.

2.0 DESCRIPTION OF SERVICES

The Contractor shall provide professional inspection and engineer services for bridges. Although this scope includes a broad range of bridges not inspected by FHW and not located on the National Highway System - such as smaller scale pedestrian bridges, the Contractor shall adhere to National Bridge Inspection Standards (NBIS) and American Association of State Highway and Transportation Officials (AASHTO) guidelines whenever applicable and feasible.

3.0 SCOPE OF WORK

The scope of this project includes validating bridge inventory at Eielson AFB, NBIS-compliant in-depth inspection, structural inventory and appraisal, schematic repair plan and estimated cost for each identified bridge in Attachment 1, as well as any additional bridges added by the contractor and approved by the Government.

The period of performance for this work is twelve months after Notice to Proceed.

3.1 TASK 1 – Planning and Inventory Confirmation

The Contractor Shall:

3.1.1 Coordinate with the Government to verify all bridges within the project. A Bridge locator map is provided in Attachment 1.

3.1.2 Review the FHWA inspection reports for Quarry Road bridge and Eielson Pipeline Road bridge in Attachment 2.

3.1.2 1 Identify any missing structures that should be included. This includes any unidentified bridge/culvert, regardless of whether it meets the NBIS definition for opening length, whose failure could pose a life-threatening or operational hazard to the Government.

3 of 6 Controlled Unclassified Information (CUI)

3.1.3 Develop and submit a sample inspection form and/or checklist and an inspection schedule for Government approval.

3.1.4 Coordinate base access and escorts with the 354 CES Project Manager (PM) and the 354 CONS Contracting Officer (CO).

Contractor Deliverable:

• Kickoff meeting minutes

• Bridge inventory confirmation

• Sample inspection form and/or checklist

• Inspection schedule

3.2 TASK 2 – Bridge Inspections and Repair Recommendations

The Contractor shall:

3.2.1 Arrange for temporary traffic controls when necessary.

3.2.2 Capture a complete inventory of bridge components and elements, document the bridge geometry, record the baseline conditions of all components and elements, establish load ratings, and set future inspection intervals. For previously inspected bridges, the contractor shall verify and complete any existing information of this type.

3.2.3 Conduct NBIS-compliant in-depth inspections for each bridge.

3.2.4 Capture photographic documentation of each bridge.

3.2.5 Report structural and drainage deficiencies, safety hazards, repair needs, present options/recommendations for repair, maintenance, and replacement for each bridge, including draft cost estimates.
