About this file

This is a Project Manual for the West Virginia Army National Guard (WVANG) Building 244 Renovation located at Camp Dawson in Kingwood, West Virginia. The project encompasses comprehensive renovations to Building 244, including work across multiple construction divisions: demolition, concrete, masonry, metals, wood and composites, thermal and moisture protection, openings, finishes, specialties, special construction (cold storage rooms), plumbing, HVAC, electrical, and electronic safety and security systems. The bid form is structured with a base bid and two additive alternates, with bidders required to submit unit prices across 18 line items covering general conditions, mobilization/demobilization, project administration, quality control, and specific trade divisions. The document indicates the project manual was finalized as of August 11, 2026, and bidders must be licensed contractors in West Virginia. The contract utilizes the AIA A201-2017 General Conditions and associated standard forms including G701 (Change Orders), G702-G703 (Application and Certificates for Payment), G704 (Certificate of Substantial Completion), G706-G707 (Contractor's Affidavits and Surety Consent), and G710-G714 (Architect's Supplemental Instructions and Construction Change Directives).

Pricing is structured as lump sum payments for each bid item, with payment distributed based on percentage of contract completion. The bid security requirements include a bid bond for an amount specified by the bidder, and a performance and payment bond equal to at least the full contract sum, due within ten days of award. Bidders must acknowledge receipt of all addenda and certify that their bids are made independently without collusion. The bid remains valid for 60 days from submission. All bid amounts are required to include allowances for permits, regulatory notifications, taxes, insurance, and other applicable fees. The project is funded by the West Virginia Army National Guard through the Adjutant General's Office, Division of Engineering and Facilities, with the Architect of record being Montum Architecture, LLC located in Keyser, West Virginia.
