About this file
This Addendum 02, issued May 29, 2026, by the Alaska Energy Authority on behalf of the Denali Commission and the State of Alaska, modifies the Invitation to Bid (ITB 26081) for the Napaskiak Distribution Upgrade project. The addendum confirms that the ITB due date and time of June 17, 2026, at 2:00 PM AKST remains unchanged and requires all plan holders to acknowledge receipt of the addendum by email prior to the bid deadline. The document provides clarifications and answers to seven bidder questions regarding project specifications and requirements, including guidance on transformer disposal, pole reset procedures, gravel backfill specifications, hardware requirements, and material sourcing. Key clarifications include confirmation that old transformers will be turned over to the utility for spare use, that Additive Alternate #3 is the only bid item with new primary equipment, that existing poles may be straightened in place if straight and solid with compacted gravel backfill, and that new mounting hardware, grounding loops, and cutouts are required for all transformer replacements. The addendum also notes that gravel will need to be imported to Napaskiak as no local source is available.
The addendum does not modify pricing terms, bid security requirements, or bonding provisions, which remain as specified in the original ITB documents. All other terms, conditions, and specifications of the original Invitation to Bid remain unchanged, ensuring bidders continue to operate under the Engineer's Estimate range of $750,000 to $1,500,000, the 5% bid security requirement, and the 100% Performance and Payment Bond requirements upon award. The document serves to provide technical clarification and answers to common bidder inquiries without altering the fundamental procurement structure or financial parameters of the project.
