About this file

This Addendum 01 document, issued by the Alaska Energy Authority on behalf of the Denali Commission and the State of Alaska, modifies the Invitation to Bid (ITB) for the Napaskiak Distribution Upgrade Project. The primary modification extends the ITB due date from June 3, 2026, to June 17, 2026, at 2:00 PM AKST. All bidders must acknowledge receipt of this addendum via email prior to the revised bid submission deadline. The project scope involves renovation and upgrade services for the existing overhead electrical power distribution system in Napaskiak, Alaska, requiring the contractor to furnish all labor, materials, supervision, equipment, tools, transportation, quality control, and supplies for comprehensive distribution system improvements including transformer replacements, conductor installations, pole resets, guy and anchor installations, and secondary conductor connections. A non-mandatory pre-bid meeting remains scheduled for May 28, 2026, at 10:00 AM, conducted telephonically via conference call (1-469-810-0642, Conference ID 214 800 089#), with no mandatory site visit scheduled prior to bid opening.

The Engineer's Estimate for the project ranges between $750,000 and $1,500,000. Bid security of 5% of the total bid amount is required in the form of an acceptable Bid Bond (Form 25D-14), certified check, cashier's check, or money order payable to the Alaska Energy Authority, with both Performance and Payment Bonds at 100% of contract value required upon award. Bidders must possess valid Alaska Business Licenses and Alaska Contractor's Certificates of Registration prior to award and must submit required federal certifications including Debarment Certification, Lobbying Certification, and Build America Buy America Certification, indicating this is a federally-compliant procurement. Liquidated damages are assessed at $500 per day for delays, with a maximum cap of $10,000 (20 days). Award will generally be made to the lowest responsible and responsive bidder within 40 calendar days of bid opening. The project is funded through Denali Commission and State appropriations, with the contractor required to comply with modified Rural Utility Service (RUS) standards.
