About this file

This is Addendum No. 1 to an Invitation to Bid (ITB) issued by Lake County Schools, Florida Procurement Services on August 12, 2026, for Paper Products for Warehouse Stock (Solicitation No. 26-0803-B-TF969). The addendum addresses questions submitted by prospective bidders regarding the solicitation requirements and clarifications. The ITB seeks competitive bids to establish quality disposable paper products for the district's central warehouse to supply schools and departments. Vendors may propose alternate brands provided they match the quality, size, durability, and thickness of requested items, with samples required for evaluation. The award will be given to a single vendor offering the best overall cost savings on the entire product lot, with all listed items required to be bid for consideration. Stock will be ordered on an as-needed basis with no specific quantities guaranteed. The contract term information is located in the Special Terms and Conditions section on page 4 of the original solicitation document.

The addendum clarifies several pricing and eligibility requirements for bidders. Vendors must submit pricing based on the specifications listed in the cost proposal without alteration; if submitting alternatives with different case count sizes, pricing should be adjusted accordingly to the specified items. The solicitation is open to all potential bidders, though newly established businesses without commercial or government references remain responsible for meeting all required documentation submissions. Price escalation is not permitted on a quarterly basis; however, vendors may submit annual price adjustments at the contract anniversary date subject to School Board approval. Florida Business preference and local Lake County preference considerations are available and detailed on pages 6-7 of the original solicitation document. Group Purchasing Organizations and distributors are not eligible to respond to this ITB. Bidders submitting alternative products must resubmit applicable samples even if samples were previously sent during the original June 2026 bid process.

ADDENDUM NO. 1

August 12, 2026

26-0803-B-TF969 – Paper Products for Warehouse Stock

The original ITB documents shall remain in full force and effect, except as modified herein, which shall take precedence over any contrary provisions in the prior documents.

This addendum is being issued to address questions received.

Questions contained herein are written exactly as submitted. No changes or edits to the verbiage have been made:

The following are questions and answers regarding the above mentioned solicitation:

1. Question: When this was last awarded in 2022, what was the reasoning for awarding to Imperial Dade despite not being the lowest responsive bidder (All Florida Paper, Buckeye, and a couple others look like they were lower. Thank you

Answer: Other considerations might have also been applied in 2022 of which are unknown to us.

2. Question: If we are bidding an alternative, and that alternative has a case count size that is bigger or smaller than the item that is specked on the bid, how do we submit our price for that item? Do we change the estimated usage that has been provided for that item to fit our case count size so that the mathematical formula for the total price is accurate for the evaluation? Or do we just submit our price for our case count size and leave the estimated usage alone and the purchasing team will adjust the formulas when evaluating even though they will look either higher or lower than what they really are when vendor submits?

Answer: Please submit/adjust your pricing based on the specifications listed on the cost proposal.

The cost proposal shall not be altered.

3. Question: What deems whether a vendor gets the 5% preference? DO you have to be located in Lake county or do you just have to have a physical location in Florida?

Answer: Please refer to pages 6-7 of the solicitation document as it explains the Requirements for qualifications to be considered for Florida Business preference and local Lake County preference.

4. Question: Reference Requirement Clarification The solicitation requires three references from agencies to which the bidder has provided goods or services within the past two years. If a bidder is a newly established business and does not yet have commercial or government references, is the bidder still eligible to submit a response? If so, how should the required Reference Form be completed?

Answer: This bid is open to all potential bidders. It is the responsibility of the bidder to meet the requirements of submitting all Required Documents as stated and specified in the bid.

5. Question: What are the beginning and end dates for the term of this contract?

Answer: Award Term is located under SPECIAL TERMS AND CONDITIONS portion on page 4 of the solicitation document.

6. Question: Do we need to resend samples if we already sent samples for the original bid in June 2026?

Answer: Yes. Please submit applicable samples if an alternative is being proposed.

7. Question: Will you allow a response from a Group Purchasing Organization/Distributor for the ITB?

Answer: Please be advised that this bid is not a solicitation for a Group Purchasing Organization.

8. Question: Please confirm whether the Price Escalation language on pages 23–24 of the ITB allows pre-scheduled, quarterly price adjustments throughout the bid award timeframe, provided that the vendor complies with all conditions and requirements specified in the bid?

Answer: We are not allowing quarterly price adjustments. However, vendors may submit annual price adjustments at the contract anniversary date subject to approval or denial by the School Board.
