This is an Invitation to Bid (ITB) document issued by the Alaska Energy Authority for the complete renovation of the Manokotak Power Plant located in Manokotak, Alaska. The project encompasses building renovation, installation of owner-furnished generators and switchgear, replacement and renovation of mechanical and electrical systems, repair and expansion of the heat recovery system, and related community improvements. The successful contractor must furnish all labor, materials, supervision, equipment, tools, transportation, quality control, and supplies necessary to complete the work as specified in the technical drawings and project manual. A non-mandatory pre-bid meeting is scheduled for March 26, 2026, at 10:00 AM via teleconference (1-469-810-0642, Conference ID 215 116 149#). Site visits must be arranged at least 48 hours in advance with Project Manager Dawn M. Molina at (907) 771-3904 or DMMolina@akenergyauthority.org. Bids are due by April 7, 2026, at 2:00 PM local time, with public bid opening conducted telephonically using Conference ID 963 044 129#. Contractors may contact Contract Officer Selwin C. Ray at (907) 771-3035 for additional information.

The Engineer's Estimate ranges from $2,500,000 to $3,500,000. The project is federally and state-funded and subject to the Build America, Buy America Act (BABA), Davis-Bacon Act prevailing wage requirements (rates available at https://sam.gov/wage-determination/AK20260001/0), and Equal Employment Opportunity regulations. All bidders must possess a valid Alaska Business License and Alaska Contractor's Certificate of Registration prior to contract award. A bid guaranty of 5% of the bid amount and Performance and Payment Bonds at 100% of the contract amount are required. The contract includes three identified additive alternates: fire alarm and detection systems, suppression systems, and painting of exterior fuel piping and tank preparation and painting. Contractors must comply with strict material sourcing documentation for BABA-qualified items and submit certified payrolls to the Authority, with separate bid schedule itemization required for materials qualifying under Denali Commission partial public interest and de minimis waivers versus RUS trade agreement provisions. Liquidated damages of $500 per day are assessed for delays beyond the substantial completion date, with a maximum of $10,000 (20 days), and contractors must maintain inland marine cargo insurance for owner-furnished materials.
