About this file
This Addendum #01, issued by the Alaska Energy Authority on April 1, 2026, modifies the Invitation to Bid (ITB 26043) for the Manokotak Power Plant Upgrade Project in Manokotak, Alaska. The addendum changes the bid due date from April 7, 2026, to April 14, 2026, at 2:00 PM Alaska Standard Time and modifies submission requirements to mandate mail or hand delivery only, rendering electronic submissions non-responsive. The addendum provides clarifications and specifications for owner-furnished equipment, including three identical engine-generators (7,000 pounds each), three switchgear units totaling 5,120 pounds, three coolers (900 pounds each), and pad-mount transformers with detailed dimensions and weights. A non-mandatory pre-bid meeting remains scheduled for March 26, 2026, at 10:00 AM via teleconference, and bidders must acknowledge receipt of the addendum by email prior to the revised bid deadline.
The addendum addresses six questions and answers addressing technical specifications and bid requirements. Key clarifications include confirmation that the Denali De Minimis limit applies to 5 percent of material costs only, not project costs; allowance for cost adjustments to sub-items within major bid categories during Schedule of Values approval; acceptance of ASTM A234 butt weld fittings as equivalent to specified ASTM A235 fittings; confirmation that only one ET-2 expansion tank is required as shown on the Heat Recovery System Piping Plan; and specification of one 4-inch isolation valve and one 3-inch bypass valve at the TV-1 thermostatic valve location. All other terms, conditions, and specifications of the original ITB remain unchanged, and requirements for submission of bid amendments or withdrawals continue in accordance with the original solicitation.
