About this file
This is a Questions and Answers document issued by the City of Sun Prairie, Wisconsin, for Request for Qualifications #26-SWU06 regarding Stormwater Facility Vegetation Management services. The procurement seeks to establish a pre-qualified bidding list of ecological land management contractors to manage vegetation across 180 city-owned stormwater facilities containing 190 stormwater outlots, including wet detention basins, wetlands, infiltration basins, dry basins, and bioretention systems. Services encompass native vegetation management, invasive and noxious weed control, prescribed fire operations, erosion control, seed and plug installation, and mowing operations. Field work is expected to begin in early to mid-June 2026, with spring prescribed fire activities anticipated to commence in 2027. The questions deadline was April 3, 2026, with answers posted by April 10, 2026. The qualifications submittal deadline is April 22, 2026, at 2:00 PM, and pre-qualification notification is expected by May 4, 2026. The initial contract term is three years with an option for one two-year extension.
The City has allocated approximately $350,000 as the annual budget for these services and will select multiple contractors rather than a single vendor. Compensation will be structured through hourly rates for various staff position levels. Required submissions include Forms A through G, a completed W-9 Form, references detailing contracts completed within the past five years, 2026 rate forms with escalators for the three-year term, and a technical proposal. Certified Erosion Control Inspector certification and DBE/WBE/DVB certification are not required, though five evaluation points are available for DBE/WBE/DVB certified organizations. All submissions should be sent electronically to purchase@cityofsunprairie.com, with Form F (Fee Proposal) submitted as a separate document. There is no page limit for responses, and contractors must maintain comprehensive insurance coverage prior to commencing work.

Questions & Answers Questions deadline 4/3/2026
Answers Posted by 4/10/2026 (answers in red)
1. Would you be able to share any insight into the approximate annual budget the City has allocated for contracts related to these services?
$350,000
2. Alternatively, could you provide a general range of what similar contracts have been valued at in previous years?
We are selecting multiple contractors; we cannot accurately answer this question.
3. In the General Tasks: Specific Task Requirements section, it is noted that the Contractor will lay out/flag all sites at the beginning of the season. Is this referring to new or redo areas to be converted and receive site preparation treatment, or to all sites the Contractor will be working on, whether already established or to be converted? If yes, is survey grade boundary marking expected?
Our general workload will not require layout and boundary marking services. Special restorations or retrofit projects may require layout and boundary marking which will be performed by others.
4. When is field work expected to begin?
Early to mid-June of 2026. As early in the spring as necessary in subsequent years. Spring prescribed fire is an anticipated activity starting in 2027.
5. Has the City considered utilizing/piggybacking the WisDOT Ecological Services Master Contract list of qualified ecological contractors for this contract and these services?
Not applicable to our current needs.
6. Regarding submittal instructions, the RFQ says that one electronic copy should be submitted to:
purchase@cityofsunprairie.com. Would a PDF document outlined in the three sections / "tabs" be sufficient for this submittal?
Submitted docs should contain Forms A, B, C, D, F, and G along with a document addressing the Section B: Response Item, Tab 1, 2, and 3. Format can be in a PDF file.
7. To submit Form F separately, would a second e-mail be sufficient? Or, is a paper copy of the RFP with clear physical tabs helpful/necessary? Bid states that responses can be mailed electronically;
however, it also states that Form F (Fee Proposal) must be submitted via sealed envelope, are we able to email this?
If submitting electronically to purchase@cityofsunprairie, all documents can be submitted in one email but Form F should be it’s own separate document. (example: 2 documents submitted, One is form F, the other is the rest of the forms along with the Response Items.)
8. Is a Certified Erosion [Control] Inspector required?
No
9. Is there a page limit for the response?
No, there is no page limit for the response.
10. What form of DBE / WBE / DVB certification documentation is required, if any?
DBE/WBE/DVB certification are not required.
