The lighting systems consist of 2 units with Type III optics, 30 units with Type V optics, and 12 units with Type II optics, all equipped with 590nm wavelength LED illumination featuring full-cutoff, downward-directed optics to minimize glare and light trespass. A voluntary pre-bid conference and site visit are scheduled for August 11, 2026 at 8:00 a.m., with bids due August 24, 2026 at 4:00 p.m. Requests for Information are due August 18, 2026. Contractors are responsible for assessing existing concrete light pole bases for structural competency and reuse potential, with repairs, modifications, or replacement included in proposal pricing. New or restored concrete bases must be constructed to 5000 psi 28-day strength with a minimum clear cover of 3 inches, and all new mounting hardware must be stainless steel. Apparent low bidders must provide tax clearance certificates from the Hawaii Department of Taxation and the Internal Revenue Service, a Certificate of Compliance from the Department of Labor and Industrial Relations, and a Certificate of Good Standing from the Department of Commerce and Consumer Affairs. If awarded, the contractor must provide performance and payment bonds equal to 100 percent of the contract price. Liquidated damages are assessed at $150 per calendar day for delays.
