About this file

This is a Scope of Work document prepared by the State of Hawaii Department of Land and Natural Resources (DLNR) for a solar lighting installation project at Wailua River State Park in Kapaa, Kauai. The project involves the removal of 28 existing light poles and fixtures from the Wailua Marina and Smith's Luau area, followed by the installation of 44 new Green Frog Systems Aspire-225 solar lighting systems (or approved equal). The lighting systems will include 2 units with Type III optics, 30 units with Type V optics, and 12 units with Type II optics, all featuring standard white LED illumination with full-cutoff, downward-directed optics to minimize glare and light trespass. The contractor is responsible for all installation work, including concrete base preparation, new mounting hardware, and termination and protection of existing underground electrical infrastructure for future use and system expansion. The project coordinator is Scott Northart, reachable at 808-462-6200, with the DLNR Job Number 26-SPK-003.

The scope requires contractors to assess existing concrete light pole bases for structural competency and reuse potential, with repairs, modifications, or replacement included in the proposal pricing. New or restored concrete bases must be uniform in size and shape, with a minimum 3'x3' footprint, constructed to 5000 psi 28-day strength using a concrete mix design to be submitted for review. All new mounting hardware must be stainless steel and appropriately sized for the new solar light systems. Existing concrete bases vary in condition, and contractors must determine whether each base is suitable for reuse or requires demolition and replacement. The document indicates that the DLNR cannot verify the structural integrity of existing concrete bases, making contractor assessment and potential remediation necessary at most locations.

scope of work continued: Demo details for light pole bases:

Demo: Remove existing light pole bases if deemed unsuitable for reuse or a hazard. The Contractor shall terminate and protect existing wiring in a manner that allows for future reuse and future system expansion.

Existing concrete bases vary at each location. The concrete light base can be reused if the contractor finds the base to be structurally competent and suitable for reuse. Repairs or modifications to the bases shall be inclusive to the scope of work and prices included in the line items on the Proposal document.

The DLNR cannot verify the structural integrity of these existing concrete light pole bases. Concrete repair, fastener modification or concrete base replacement may be necessary at most locations.

New or restored existing concrete bases shall be appropriately sized for the new solar lights & light poles.

New mounting hardware for the new light poles is to be included in the scope of work. New mounting hardware shall be appropriately sized & stainless steel.

New concrete light bases:

Light bases shall be uniform in size & shape. Min 3’x3’ Schedule of structural concrete 28-day strength and water cement ratio:

Footing = 5000 psi Maximum nominal size of course = ¾ “ Concrete mix design to be submitted through Procore for review Minimum clear cover of concrete over outer reinforcing bars or ties shall be 3” Concrete add mixtures containing salts shall not be used All exterior corners shall be chamfered ¾” x ¾ “ Steel reinforcement #4 bar scope of work: Base Bid:

Remove and dispose of 28 existing light poles and associated fixtures from their existing concrete foundations at the Wailua Marina and Smith's Luau. Furnish and install a total of 44 new Green Frog Systems Aspire-225 solar lighting systems (or approved equal), at existing light pole locations and locations where only the concrete bases remains.

General Scope Work shall include removal of existing light poles/fixtures, and installation of new light poles/fixtures. Existing underground electrical infrastructure shall remain in place for future use. The Contractor shall terminate and protect existing wiring in a manner that allows for future reuse and future system expansion.

New lighting systems shall be Green Frog Systems Aspire-225 (or approved equal). Provide standard white LED illumination with full-cutoff, downward-directed optics to minimize glare, uplight, and light trespass. Lighting shall be designed to focus illumination on the intended roadway, parking, and pedestrian surfaces while minimizing light spill onto adjacent waterways and surrounding properties.

For the 44 new Aspire-225 light poles/fixtures the contractor shall order:

-(2) Aspire-225 (or approved equal) with Type III optic -(30) Aspire-225 (or approved equal) with Type V optic -(12) Aspire-225 (or approved equal) with Type II optic The Contractor shall be responsible for all work necessary to install the solar lighting systems, including modifications required to terminate and protect the existing electrical infrastructure for future use.
