About this file

This is a submittal review and final meeting tabulation document for a Request for Qualifications (RFQ) issued by the School Board of Marion County, Florida for Design Services related to Belleview Middle School HVAC Upgrades (Project 26-103). The project seeks to replace the existing campus-wide water-to-air package heat pump system with a modern, energy-efficient chilled water system across the 40-acre campus. The mandatory pre-bid meeting was held on February 12, 2026, with qualifications submittals due by February 26, 2026 and bid opening on February 27, 2026. The submittal review occurred on March 13, 2026 at 9:00 a.m., with tabulation posted on March 23, 2026. Nine firms submitted qualifications and were evaluated through a two-phase process. The top three firms were selected for interviews scheduled for April 1, 2026 at 2:00 p.m. The construction project is divided into two phases: Phase I from January 2027 through August 2027 with a $6 million budget, and Phase II from June 2028 through August 2028 with a $6 million budget. Key deliverables include bid documents by October 2026 and permit documents by December 2026.

The initial submittal review phase evaluated firms on nine criteria for a total of 105 points: related project experience (30 points), project team qualifications (10 points), professional/technical office staff (20 points), staff adequacy (10 points), Florida public school systems experience (20 points), other project experience (10 points), office location (5 points), and minority/woman-owned or small business status (5 points). The shortlist interview phase evaluated the top three ranking firms on five criteria for 100 additional points: project team composition (25 points), approach and methodology (25 points), timeline and quality control (15 points), cost controls and value engineering (15 points), and knowledge of site and local conditions (20 points). DDC Engineering, Inc. ranked first with 100 points, followed by SGM Engineering, Inc. with 98.50 points and Engineering Matrix, Inc. with 82.25 points. Required qualifications included current Florida licensure, General Liability and Auto Insurance of at least $1,000,000 each, statutory Workers' Compensation Insurance, and professional reference letters for at least three school projects.
